SUBJECT: CONTRACTS FOR INDEPENDENT LIVING SKILLS PROGRAM (ILSP)
COORDINATOR SERVICES AND JOB DEVELOPER SERVICES.
FISCAL IMPACT:
No County Cost: $38,435; 100% Federal Independent Living Skills Program funding
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report
Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families." This is accomplished through maintaining family
stability and fostering child well being!
BACKGROUND:
The Independent Living Skills Program (ILSP) is designed to prepare foster children age 16 and
over for emancipation and responsible adulthood. ILSP services include daily living skills, money
management, career and educational planning, and housing assistance. ILSP has served more
than 1200 youth since July 2002 and,has been identified as a best practice model by the
California Department of Social Services. The Employment and Human Services Department
delivers ILSP services countywide with offices in Martinez (Central County), Contra Costa
College (West County), and Los Medanos College (East County). ILSP also offers individualized
services at homes and schools throughout the County.
