SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE and APPROVE the Employment and Human Services Director, or designee, to
execute a contract amendment with FamiliesFirst, Inc., a Non-Profit Corporation, effective
February 1, 2007, to increase the payment limit by$7,343 to a new payment limit of$176,343
with no change in the term of July 1, 2006 through June 30, 2007, to provide additional Shared
Family Care Program services.
FISCAL IMPACT:
$176,373: 96% State Family Preservation (30% County; 70% State); 4% Zellerbach Grant.

Services
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing family enhance services.
BACKGROUND:
The Shared Family Care program is a whole family mentoring program where a mother and her
children are placed in the homes of community members who mentor the families and help them
obtain the skills and resources to achieve personal goals. The target population for this program
is young mothers with substance abuse issues and who have children in the Child Welfare
System. The families are given comprehensive services including housing assistance, drug and
alcohol counseling, case management, money management,job skills training and parenting
and child development classes, to help them meet their needs. The goal of the program is to
assist the parents in developing skills necessary for healthy, safe, and independent living with
their children.
Children and Family Services Bureau (CFS) recently applied for and received a grant from
Zellerbach Foundation for$75,000 to expand the Shared Family Service program to pregnant
and parenting teens. This amendment will add $7,343 to the FY 06-07 contract to fund activities
associated with program start-up. The Shared Family for Teen program will be fully operational
in FY 2007-08, at which time the balance of the grant will be utilized.
