BACKGROUND (Con't): Contract Amendment with Diana E. Smith.
Ms. Smith, in the role of Early Intervention and Outreach Specialist (EIOS), provides outreach
services to substance abusing parents who have been referred to the Juvenile Court to help facilitate
the entry of parents into a treatment program and facilitate the return of children to a healthy home.
The EIOS meets with parents prior to or during Team Decision Making (TDM) meetings to address
issues of substance abuse. She attends TDM meetings and serves as the alcohol and drug expert to
assist parents in addressing substance abuse issues.
This contract is for a limited period of time while the Department evaluates the continuing need for
these services, as well as a transition plan examining the option of creating a county position to
provide these services.
