Smith to provide early intervention and outreach services to substance abusing parents SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Diana E. Smith, effective June 29, 2007, to increase the payment limit by $25,100 to a new payment limit not to exceed $58,640, and to extend the term from June 30, 2007 to December 31, 2007 to provide early intervention and outreach services to substance abusing parents. FISCAL IMPACT: $58,640: 15% County Funds; 50% Federal Funds; 35% State Funds CHILDREN'S IMPACT STATEMENT: This contract supports the three of the five community outcome: 2) "Children and Youth Healthy and Preparing for Productive Adulthood," 4) "Families that are Safe, Stable and Nurturing," and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." This contract provides interventions for families at-risk of becoming involved with the Child Welfare System. Smith. Ms. Smith, in the role of Early Intervention and Outreach Specialist (EIOS), provides outreach services to substance abusing parents who have been referred to the Juvenile Court to help facilitate the entry of parents into a treatment program and facilitate the return of children to a healthy home. The EIOS meets with parents prior to or during Team Decision Making (TDM) meetings to address issues of substance abuse. She attends TDM meetings and serves as the alcohol and drug expert to assist parents in addressing substance abuse issues. This contract is for a limited period of time while the Department evaluates the continuing need for these services, as well as a transition plan examining the option of creating a county position to provide these services.
