RECOMMENDATIONS
ADOPT Resolution authorizing submittal of applications to the Association of Bay Area
Governments, and the Metropolitan Transportation Commission to designate as priority
Development Areas for the FOCUS Program,the Contra Costa Centre Redevelopment Project
Area; jointly with the City of Pittsburg, portions of the Bay Point BART Redevelopment Area ;
jointly with the City of Richmond, portions of the North Richmond Redevelopment Project Area;
and jointly with the West Contra Costa Transportation Advisory Committee portions of the
Montalvin Manor Redevelopment Project Area; and the Rodeo Redevelopment Project Areas.
FISCAL IMPACT
None. No General Funds are involved. The designation may qualify the County and/or the
Redevelopment Agency to compete or receive transportation or public improvement funding in
the future.

BACKGROUND/REASONS FOR RECOMMENDATIONS
FOCUS, short for Focusing Our Vision, is a multi-agency, regional planning initiative spearheaded
by the Association of Bay Area Government and the Metropolitan Transportation Commission in
coordination with the Bay Area Air Quality Management District and Bay Conversation and
Development Commission (the "Regional Agencies"). It builds upon regionally adopted smart
growth policies and related programs and is one of several projects funded by the State's Regional
Blueprint Planning Program. Regional agencies,working with local governments and partners,will
create a specific and a shared concept of where growth can be accommodated and what areas
need protection in the region.
Program Overview
FOCUS goals support a future development pattern that is compact and connected. Identifying
priority development areas with local governments and partners can help focus the region's growth.
Priority development areas seek to accommodate growth as mixed use, infill development near
transit and job centers, with an emphasis on housing.
Applications are now being accepted for priority development area designation under the FOCUS
program. The deadline for submitting an application is June 29,2007. Although,specific incentives
are not yet available, the Regional Agencies are committed to securing incentives and providing
technical assistance to designated priority areas so that positive change can be achieved in
communities working to advance smart growth goals. In return, the expectation is that local
jurisdictions will commit to expedite development and support local policies that advance smart
growth goals and local community aspirations in these areas. Such measures are already built into
adopted plans and implementing procedures of the County for the proposed focus areas-the Contra
Costa Centre Redevelopment Project area, portions of the Pittsburg/Bay Point Area, all or portions
of the Richmond/North Richmond area and portions of the Montalvin Manor and Rodeo areas.
Once regional incentives for designated priority development areas are established, a separate
incentives applications will be made available.
Eligibility for Applicants and Areas
Any town, city or county government within the nine county San Francisco Bay Area can apply as
the lead applicant for priority area designation. Multiple jurisdictions can submit a joint application for
an area.
Areas proposed for designation as a priority development area must meet all the following criteria:
• The area is within an existing urbanized community. Areas are recommended to be
approximately 100 acres in size suggesting a '/a mile radius from transit.
• The area is near existing or planned fixed transit (or served by comparable high frequency
bus service).
• The area is planned or is planning more housing.
Both the Contra Costa Centre Redevelopment Project Area and the area in the vicinity of the
Pittsburg/Bay Point BART station are appropriate areas for designation. The Pittsburg/Bay Point
designation would be joint with the City of Pittsburg. The Richmond/North Richmond designation
would be joint with the City of Richmond.The Montalvin Manor and Rodeo designations would be as
part of the larger San Pablo Avenue corridor designation being filed by the West Contra Costa
Transportation Advisory Committee (WCCTAC)

In the Matter of ABAG, MTC, BAAQMD, BCDC FOCUS PLANNING INITIATIVE
WHEREAS, the Association of Bay Area Governments and the Metropolitan Transportation
Commission, with the Bay Area Air Quality Management District and Bay Conservation and
Development Commission (collectively, the "regional agencies") are undertaking a regional
planning initiative called FOCUS; and
WHEREAS, FOCUS program goals support a future regional development pattern that is
compact and connected; and
WHEREAS, the Regional Agencies seek local government partners to create a specific and
shared concept of where growth can be accommodated (priority development area) and
what areas need protection (priority conservation area) in the region; and
WHEREAS, a priority development area must meet all of the following criteria: (a) within an
existing community, (b) near existing or planned fixed transit (or served by comparable bus
service) and (c) is planned, or is planning, for more housing; and
WHEREAS, local governments in the nine county San Francisco Bay Area are eligible to
apply for designation of an area within their community as a priority development area; and
WHEREAS, the Regional Agencies are committed to securing incentives and providing
technical assistance to designated priority development areas so that positive change can
be achieved in communities working to advance focused growth.
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors authorizes submitting an application to designate: a) the Contra Costa Centre
Redevelopment Project Area as a priority development area; b) in conjunction with the City
of Pittsburg, designating a portion of the Bay Point Redevelopment project area as a priority
development area and authorizes County of Contra Costa to act as the lead applicant; c) in
conjunction with the City of Richmond, designating portion of the North Richmond
Redevelopment Project Area as a priority development area and authorizes the County of
Contra Costa to act as the lead applicant; and d) in conjunction with the West Contra Costa
Transportation Advisory Committee as the lead applicant, submitting an application to
designate portions of the Rodeo Redevelopment Project Area and the Montalvin Manor
Redevelopment Project Area as a priority development area in the San Pablo Avenue
Corridor.
