SUBJECT: Authorization To Submit 2008-09 Community Action Plan
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to submit to the California Department of Community Services and Development the
county's Community Action Plan (CAP) for the period January 1, 2008 to December 31,
2009. (All Districts)
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department's Community Action program supports
two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services through the Community
Services Block Grant (CSBG) program, including high quality early childhood education,

nutrition, and health services to low-income children, as well as self-sufficiency
programs and emergency services for program eligible individuals and families
throughout Contra Costa County.
BACKGROUND:
The Community Action Plan (CAP) guides the Community Services Block
Grant (CSBG) program administered by the Employment & Human Services
Department, Community Services Bureau. Approval of the CAP by the Board
will allow submission to the California Department of Community Services
and Development (State). Upon the State's approval of the CAP, the State
will generate a State Standard Agreement to provide funding for the county's
CAP identified programs for self-sufficiency and emergency services for
eligible individuals and families. The State has not yet received notice on the
federal CSBG allocation for California for the period January 1, 2008 —
December 31, 2009. The State Standard Agreement will be generated upon
federal notice of available funds. The 2008-09 CAP is scheduled for review
and approval by the county's Economic Opportunity Council (EOC) at its
regular meeting on June 14, 2007.
