SUBJECT: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with
Behavioral Interventions, Incorporated.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Behavioral
Interventions, Incorporated for electronic home detention monitoring and services for an amount up to $310,600
for the period of June 25, 2007 through June 30, 2010.
FINANCIAL IMPACT:
No County Costs. Electronic Home Detention (EHD) Program participation fees collected from inmates will
fund this Contract.
BACKGROUND:
In Spring 2007, the Office of the Sheriff-Coroner and the Probation Department through the General Services
Department issued a Request for Proposals (Solicitation#0701-011) to obtain the latest technology, support, and
off-site monitoring service for electronic home detention (EHD) programs. EHD programs provide 24-hour
continuous monitoring of offenders while avoiding the costs of incarceration in County operated facilities.
Behavioral Intervention, Incorporated was the successful bidder in this solicitation offering equipment,.support
and services that best fit the needs of the Sheriffs Office while realizing cost savings over the previous EHD
service contract.
CONSEQUENCE OF NEGATIVE ACTION:
Participation fees for the EHD Program collected from inmates will fund this Contract, at no cost to the County.
The Office of the Sheriff-Coroner would be forced to keep inmates in physical custody at substantial County
expense without the electronic home detention program.
