These outcomes'are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low- income children throughout Contra Costa County. BACKGROUND: A tri-annual federal review of the Contra Costa County Head Start program was conducted from March 11 — 16, 2007. The program (grantee) is located within the Community Services Bureau of the Employment & Human Services Department. During the course of the review, dozens of children's files and several childcare sites were visited by the review team, to check compliance in the following areas: Health Services, Nutritional Services, Safe Environments, Disabilities Services, Mental Health Services, Family and Community Services, Transportation Services and Fiscal Management. The grantee had no areas of non-compliance. The delegate agency, First Baptist Church of Pittsburg, had two areas of non-compliance, one in the area of linguistic diversity in classroom materials and presentation and the other in record-keeping systems around dental health. Both areas will be addressed in the 90-day corrective action plan. The report and presentation by the department is to recognize the results of this federal review. i ADDENDUM TO ITEM SD.5 May 8, 2007 On this day, the Board of Supervisors accepted a report from the Community Services Bureau, Employment and Human Services Department, (EHSD) Community Services Bureau, regarding the 2007 Triennial Head Start Review, and considered authorizing the Employment and Human Services Director, or designee, to submit a corrective action plan to the Federal Administration for Children and Families. After discussions, the Board asked for public comment but there were no speakers. ACCEPTED report from the Employment and Human Services Department, Community Services Bureau, regarding the 2007 Triennial Head Start Review; AUTHORIZED the Employment and Human Services Director, or designee, to submit a corrective action plan to the Federal Administration for Children and Families; and DIRECTED EHSD staff to work with County Administrator to develop a congratulatory letter signed by Board members to each individual member in Community Services Bureau, Employment and Human Services Department for their,exemplary work. We wish to thank the Policy Council, staff,and parents of your program for their cooperation,and assistance during the review. This Head Start Review Report has been issued to Ms. Mary Nejedly Piepho,Board Chairperson as legal notice to your agency of the results of the on-site program,review.Based on the information gathered during our review,your Head Start and Early Head Start programs were found to be out of compliance with one or more applicable Head Start Program Performance Standards, laws, regulations,and policy requirements. (a)Child Development and Education Approach for All Children (1)In order to help children gain the skills and confidence necessary to be prepared to succeed in their present environment and with later responsibilities in school and life, grantee and delegate agencies'approach to child development and education must: (i)Be developmentally and linguistically appropriate,recognizing that children have individual rates of development as well as individual interests,temperaments,languages, cultural backgrounds,and learning styles; The delegate agency,First Baptist Church Head Start,did not provide an environment that was linguistically and culturally appropriate for some of the children in Classroom 41 at the Kids Castle site.During an interview the teacher of that classroom stated that up to 40 percent of the children in that classroom were bi-lingual English and Spanish-speaking. However,during a one-hour observation of that classroom it was noted that while there were Spanish language books in the classroom and one written posted chart of colors in Spanish,there were no signs, children's work,other charts,or labels in the Spanish language in the classroom of 20 children. Review of the Education section of the"Training for Staff and Parents"Binder found no evidence of training for delegate agency staff on early childhood emergent literacy for bi-lingual children. In addition,since age appropriate literacy development for bi-lingual children was not addressed in�the delegate's curriculum, it was also not part of their classroom monitoring system. The failure of the delegate to provide bi-lingual materials,staff training in bi-lingual emergent literacy development,and ongoing monitoring of teaching and learning related to this group of children resulted in classroom practices that were not linguistically and culturally appropriate for some of the children. 1304.51 Management Systems and Procedures. (g)Record-keeping systems" Grantee and delegate agencies must establish and maintain efficient and effective record-keeping systems to provide accurate and timely information 4/92007 Page 2 of 3 Contra Costa County Community Seryices Department 09CH0375/2007 regarding children,families,I and staff and must ensure appropriate confidentiality of this information. The delegate agency,First Baptist Church Head Start,did not establish and maintain a record-keeping system that accurately tracked the provision of all follow-up dental care. A review of dental health records for 11 of the 30 children enrolled at the delegate found follow-up services for dental care recommended by the individual child's dentist were not being - tracked. A review of the manual dental health tracking system,maintained by the individual Family Service Assistant,as well as the delegate's computerized data tracking software,showed neither tracking system addressed the follow-up of all recommended dental treatments for children. The information included in data tracking reflected only limited treatments,such as dental examinations, preventive care,and dates for recall check-up.The lack of an effective system for tracking all recommended dental treatments could lead to incomplete dental follow up for children. Timeframe for Corrective Action The areas of noncompliance that are cited in this report must be corrected within 90 days of the receipt of this report. Pursuant to 45 CFR 1304.61(b)and 45 CFR 1304.3(a)(6)(iii),a grantee that is unable or unwilling to correct the specified areas of noncompliance within the prescribed time period will be judged to have a deficiency that must be corrected,either immediately or pursuant to a QIP. We realize that it took all of the staff, parents, and Policy Council members working together to meet the very stringent federal requirements for the program. We understand that one of the reviewers,in observing this remarkable level of staff teamwork and staff-parent partnership, remarked that "the administrative and program staff moved and thought as one—which is unheard of in most programs." From what we have heard, the reviewers were overwhelmed with the quality of the program. Some of the comments made by these "seasoned veteran reviewers" included: "I have done over 65 reviews and this is how it should be done!"Another reviewer exclaimed, "I'm a tough reviewer and this is only the second program in 22 years to be 100% compliant in Program Design and Management."
