BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Bethel Island Road Bridge over butch Slough is the only ingress/egress to Bethel Island. Its timber
superstructure lacks the durability provided by modern bridge construction materials. Consequently,the structure
has suffered substantial deterioration over the years and is classified as"Structurally Deficient"in the latest bridge
inspection report prepared by State'of California Office of Structure Maintenance with a sufficiency rating of 40 out
of 100. �i'

The structure is eligible for bridge replacement under the Federal Highway Bridge Replacement and Rehabilitation
(HBRR)Program. The County Public Works Department is currently preparing plans for a replacement structure
and is scheduled to begin construction on the new bridge in summer 2008.
The construction will be done in phases to accommodate two lanes of traffic throughout construction. Construction
is expected to extend over a two year period; thus the existing bridge is expected to be in service until late 2009.
The speed limit of 5 miles per hour for commercial vehicles exceeding a maximum gross weight of 14,000 pounds is

necessary to limit their dynamic effect and ensure that the bridge remains open to all California legal loads. (See
attached revised memo to the Public Works Director dated April 25, 2007).

Based on the recommendations of the County Public Works Department's Transportation
Engineering and Design Divisions,the engineering investigation as described in the revised memo to
the Public Works Director dated April 25, 2007 attached hereto as Exhibit A, and all evidence
presented at the hearing of May 8 1!2007,and pursuant to County Ordinance Code Sections 46-2.002
—46-2.012, the following traffic regulation is established:
Pursuant to Sections 21109,22403 and 22404 of the California Vehicle Code,the maximum
speed of commercial vehicles exceeding a maximum gross weight of 14,000 pounds which
can be maintained with safety to the Bethel Island Road Bridge is 5 miles per hour.
No commercial vehicle ekceeding a maximum gross weight of 14,000 pounds shall travel in
excess of 5 miles per hour on Bethel Island Road Bridge (Road No. 8571) over Dutch
Slough, Bethel Island area. (District V)

SUBJECT: Revised Report on,Bethel Island Roadridge recommending a 5 mph speed limit for
vehicles exceedingj,seven tons and increased monitoring of bridge.
Background
The Bethel Island Road bridge over Dutch Slough serves as the only ingress/egress to Bethel Island.
Its timber superstructure lacks the durability provided by modern bridge construction materials.
Consequently the structure has suffered substantial deterioration over the years and is classified as
"Structurally Deficient" in the latest bridge inspection report prepared by Caltrans Office of Structure
Maintenance with a sufficiency rating of 40 out of 100. The structure is eligible for bridge replacement
under the Federal Highway Bridge Replacement and Rehabilitation (HBRR) Program. The County is
currently preparing plans for a replacement structure and is scheduled to begin construction on the
new bridge in summer 2008. The;�construction will be done in phases to accommodate two lanes of
traffic throughout construction. Construction is expected to extend over a two year period; thus the
existing bridge is expected to be in service until late 2009.
Existinq Structure Condition
The existing structure was constructed in 1948 and consists of a 458 feet, 23 span, continuous
reinforced concrete slab on a timber girder superstructure, which is supported by timber columns and
cross braces. The 28-foot wide deck carries two 11-foot travel lanes and a 4-foot sidewalk along the
west side. The abutments are reinforced concrete seat type supported by timber piles.
In the recent inspection report by Caltrans dated September 18, 2006 (attached), the entire concrete
deck was rated as"Condition State 3"with significant deck cracking. The"Condition of Structure"text
of the inspection report reads: "There are numerous spalls with exposed rebar and fractured concrete
exist throughout the deck. Although the deck was not `chained' due to traffic there appears to be
numerous delaminated areas throlughout the deck". Consequently the inspection reportrecommends
that the deck be "rehabilitated". the report further recommends that until the deck is rehabilitated,
unsound concrete and spalls in the deck should be patched at regular intervals.
The 9-18-06 report also providers a detailed analysis of the timber pile substructure from an
underwater inspection performed on 12-15-03. The inspection of 12-15-03 concludes that "all piles
were tactually investigated and found to be in generally good condition". The majority of the timber
substructure elements (i.e., timber stringers, timber piles, timber pile caps) are coded in "Condition
States 1 and 2"which corresponds to a "good"or"satisfactory"condition requiring no remedial action.

It should be noted that four out ofthe 113 timber support piles are coded in "Condition State 4"which
denotes advanced deterioration.', However, the condition of the substructure as a whole was not
deemed to warrant any work recommendations in the latest report.
The 9-18-06 bridge report states the operating rating of the structure at 31.7 metric tons (35 tons)and
has no load restrictions. Although the bridge is currently open to all California legal loads, the bridge
requires continuous inspection and maintenance to keep it open at its current level of service.
Additional Bridge Impacts Due to Large Development Project
A 500-unit development on Bethel Island, Delta Coves, has begun construction. Since the bridge is
the sole point of access by vehicle to the island and project site, construction materials are currently
being transported to the site over the.bridge. Construction materials include large rock rip rap,
aggregate base, concrete, and asphalt concrete. These materials are transported on trucks at loads
that are near maximum allowable for public roadways. It was recently observed that during the last
week of March and first week of April 2007, multiple trucks were transporting large boulders (rip rap)
across the bridge on a daily basis: It is expected that the movement of construction materials to the
Delta Coves development over the bridge will continue for at least the next 1 to 2 years.
Recommendations
Due to the deteriorated conditim, of the concrete deck and heavy truck use, the bridge should be
monitored frequently. When truck,traffic is at its peak this inspection frequency should be increased
to document the deterioration of the deck surface. Significant spalls and delimitations in the deck
should be repaired as stated in the 9-18-06 Bridge Inspection Report.
Inspection of the bridge should also include inspection of the timber piles as these piles age and may
deteriorate to an extent that requires remediation. Movement at Abutment 1 (south side)was noted
as an issue in older inspection reports and should be monitored.
To limit the impact of heavier vehicles on the bridge, a 5 mph speed limit should apply to vehicles
exceeding seven tons. A vehicle;, especially those greater than seven tons, traveling at speeds
higher than 5 mph will impart an additional dynamic effect(i.e., impact effect of a live load)which acts
to increase the weight of the vehicle loading on the bridge. If speeds are kept below 5 mph this
additional impact loading can be negated which lowers the effective loading to the structure by as
much as 30 percent (refer to Section 3.8.2 of Caltrans Bridge Design Specifications, April 2000).
This reduction in loading will help to hold the bridge at its current level of service and slow the
deterioration rate of the structure. Further, only one vehicle exceeding seven tons at one time should
be allowed on the bridge, if that is possible. It should be noted that the limit of seven tons for the
above restrictions is intended to exclude restrictions on personal vehicles which generally top out at 5-
6 tons.
Finally, if the bridge suffers additional deterioration, especially the concrete deck surface, the bridge
capacity should be re-analyzed and load limits imposed, if necessary. The deck surface acts to
effectively distribute loads to the substructure. If the deck undergoes significant additional

deterioration, its ability to distribute loads will be lessened, putting direct vehicle live loading on the
underlying timber stringers. Point loading on stringers leads to broken stringers and partial loss of
deck surfacing. Broken stringersi;and loss of deck portions will require lane closures and emergency
work to remedy. Thus the effect of lowering the speeds helps to prevent the potential for broken
stringers and loss of deck portions and helps to keep the bridge open to all legal loads.

In summary, steps to ensure thatjthe bridge remains open to all California legal loads are as follows:
1. Enact a 5 mph speed limit for all vehicles exceeding seven tons immediately, 2. Restrict use of the
bridge to one vehicle exceeding ;seven tons at a time (if that is possible), 3. Repair significant spalls
and delaminations in the concrete deck surface as discussed in the Bridge Inspection Report dated 9-
18-06, and 4. Inspect the bridge for condition of the concrete decking and timber substructure
frequently and if significant additional deterioration is observed, immediate action should be taken to
review the condition with consideration given to the following: partial or full bridge closure; enacting
load limits on the structure. In the event of closure, an emergency would be declared leading to
immediate action to remedy the condition requiring the closure so that the bridge could be reopened.

On this day the Board of Supervisors considered adopting Traffic Resolution No. 2007/4221
establishing a speed limit of 5 miles per hour for commercial vehicles exceeding a maximum
gross weight of 14,000 pounds on Bethel Island Road Bridge (Road No. 8571) over Dutch
Slough, Bethel Island area.
The Chair opened the public hearing and the following persons spoke:
• Mr. Chris Houston, resident of Bethel Island for 8 years, said passing this Resolution
would create a significant impact to all residents of Bethel Island with traffic congestion
and pollution levels. He asked the Board to revisit the issued permits to reconsider those
that have impacted residents on Bethel Island in a negative manner.
• Mr. Jack Hanna, resident of Bethel Island, said his concerns are Bethel Island has no
ingress or egress on the'island or any emergency ferry service access to the Island. He
asked that Public Works consider overlaying the bridge with asphalt due to the number
and severity of potholes on the bridge.
Supervisor Bonilla asked how many large trucks cross and how long does it take for trucks to
cross the bridge.
Mr. Jerry Fahy, Public Works Department, responded Public Works had not obtained that
information.
Supervisor Gioia noted he felt a speed reduction would be better than limiting loads crossing the
bridge; therefore, he would support staff recommendations.
Supervisor Glover said he is aware Bethel Island bridge issues are a major safety concern noting
the Board will be responsive in�litaking care of safety and welfare of the residents of Bethel Island
area.
By a unanimous vote, with none absent, the Board of Supervisors took the following action:
ADOPTED Traffic Resolution'No. 2007/4221 establishing a speed limit of 5 miles per hour for'
commercial vehicles exceeding a maximum gross weight of 14,000 pounds on Bethel Island
Road Bridge (Road No. 857 1) over Dutch Slough, Bethel Island area. INCLUDED request for
