RECOMMENDATION
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase one additional new
vehicle for the Office of the Sheriff-Coroner.
FINANCIAL IMPACT
The Office of the Sheriff-Coroner is lease purchasing one additional vehicle for an estimated
purchase cost of $52,877, including the estimated cost of lease financing. The vehicle is being
leased purchased to take advantage of an annual $8,000 grant offered by the State Department of
Boating and Waterways for vehicle lease payments. The remaining annual payment will come_from .
the Office of the Sheriff-Coroner budget.
BACKGROUND
The Office of the Sheriff-Coroner is lease purchasing one additional vehicle for the recently added
Marine Services Unit Commander position. This position manages both the Marine Services Unit and
the Air Support Unit. In accordance with Administrative Bulletin No. 508: "County Vehicle and
Equipment Acquisition and Replacement Policy with Guidelines," approval is requested for the
purchase of the above-referenced vehicle. Based on a review of the need for the new vehicle and
consideration of alternative fueled vehicles, the Fleet Manager recommends approval of this request.
This request has been reviewed and approved by the County Administrator for consideration by the
Board of Supervisors.

Corrina,
Thanks for your assistance in regard to providing direction with this
vehicle lease.
On page 13 of the Boating Safety and Enforcement Financial Aid Program
Manual, it states that"written justification and prior Department
approval are necessary".
The justification for the vehicle is based on the simple fact that my
positon is a totally new position therfore requiring the need for an
additional vehicle.This vehicle will be used soley for Marine Patrol
purposes and include the necessary equipment such as a tow package and
the like in order to furhter benefit the needs of this unit.
My question to you is how do I obtain "prior Department approval"?Can
this be done by you simply giving me the approval through this e-mail or
do I need to fill out a form or do it under some other format?

I have been recently assigned as the Marine Services Unit Commander which is a newly formed
managerial position within the Office of the Sheriff. In addition for being responsible for managing the
Marine Services Unit, I will also be responsible for managing the Air Support Unit. This newly formed
position will be modeled after the Station House Commander function. Therefore, a vehicle will be
required. Based on the unique function of this assignment, an unconventional type vehicle will be
required.
The following specifications are as follows:
Vehicle
❖ All white, full-size, 4 door, 4-wheel drive, sports utility vehicle with the "police package" and tow
package (towing large vessels). This vehicle will not be a marked unit;
❖ In the event the "police package" does not have driver side and passenger side spotlights, add
this as well;
❖ Power seats, windows, and locks;
❖ Air conditioning;
❖ AM/FM radio;
❖ Vehicle number clearly displayed on roof of vehicle.
Emergency Equipment
❖ Solid red, front windshield light. The same light that is currently used in the patrol sergeants
"slick top" and the unmarked vehicles that the current Station House managers have;
❖ Some type of rear window blue and ambers lights (preferably the kind that the other Station
House manager's cars are outfitted with);
❖ Headlight "wig-wags";
❖ Strobe lights mounted in the rear taillights, when emergency equipment is activated;
❖ Strobe lights mounted on the driver side and passenger side door rear view mirrors; and
❖ Any other emergency equipment that the Station House vehicles have that I did not list.
