HomeMy WebLinkAboutMINUTES - 05082007 - C.42 TO: BOARD OF SUPERVISORS s L �� Contra FROM: Anne Cain, County Librarian o „ila ,x Costa C L( Z DATE: May 1, 2007 OST4 C---- County SUBJECT: APPROVE and AUTHORIZE the Contra Costa County Librarian to Apply for and Execute a Contract to Accept Wells Fargo Foundation Grant Funds for a Baby Reading Program SPECIFIC REQUEST (S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Contra Costa County Librarian to apply for and enter into an agreement with the Wells Fargo Foundation to accept $14,700 for the Contra Costa County Library's new Baby Reading Program. FINANCIAL IMPACT The Library will provide $25,388 of in-kind support to cover staff costs and printing costs required to implement the program. BACKGROUND The Contra Costa County Library is requesting grant funds to cover the cost of 3,000 board books and other incentives for participants in the program. These appealing incentives, combined with substantial community promotion, will play an important role in encouraging parents and caregivers to participate in a variety of learning opportunities for their young children. These activities will help develop language skills, encourage creativity, nurture self-confidence, and cultivate an enthusiasm for reading that provides a solid foundation for lifelong learning. CONTRA COSTA CHILDREN'S IMPACT STATEMENT Research on early literacy and brain development indicates that it is never too early to prepare children for success as readers, and libraries have a distinct and vital role to play in supporting early literacy. They are the place to go for books and information in a multitude of formats; they are the primary community institution available to individuals and families no matter their age or economic status; and they have a strong tradition of providing a variety of reading programs that develop and reinforce the joy of reading. The goal of Contra Costa County Library's new Baby Reading Program is to enlist parents and caregivers, a child's first teachers, in preparing children for learning to read.
