SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Contra Costa County Librarian to apply for and to accept $287,898 from the California State Library Library Services and Technology Act Grant Program FY 07-08 to introduce automated book dispensers, a new technology to provide library service and support self-directed use of the Library in underserved areas of the County. The Book Dispenser is a freestanding machine that allows customers to borrow books and media using a library card. A touch screen, similar to an ATM screen, allows customers to select among the 500 titles which are delivered through an opening in the front, and the materials are returned in a similar way. FINANCIAL IMPACT Each book dispenser machine costs approximately$100,000. The library would like to place 4 dispensers to be funded as follows: • Pittsburg/Bay Point BART station—funded by this grant request • Unincorporated Far East County—funded by this grant • Pleasant Hill transit village—funded by Contra Costa County Redevelopment Agency • 4`"location to be determined—funded by a Bay Area Library and Information Service Innovations grant and matched by the Contra Costa County Library. One of the library's vendors, Baker and Taylor, will be donating the collection for one of the machines. The library will be seeking other sponsors and donations for the collection for the other three machines. BACKGROUND Contra Costa County Library is requesting $287,898 from the California State Library LSTA's Grant Programs FY 07-08 to introduce automated book dispensers, a new technology not previously used in the United States by widely used by public libraries in Scandinavian countries. The technology will support self-directed use of the library, involve collaboration with the Bay Area Rapid Transit System (BART) and allow the library to reach beyond its walls to provide and promote its services. The project will reach underserved or disadvantaged residents, representing diverse geographic, cultural, and socioeconomic backgrounds. Located in the fastest growing region in the Bay Area, the Contra Costa County Library faces the challenge of delivering service to its communities within Far East County without additional funds and without reducing services to the other community libraries. Located within a large unincorporated area that has experienced unprecedented growth over the last decade, the communities of Discovery Bay, Byron, Knightsen, and Bethel Island currently have no convenient access to library service, as the closest libraries can be as great as 20 miles away. A County Regional Needs Assessment presented to the Board of Supervisors reports that notable inequities in service delivery exist in the Far East County, including library service. Because of existing geographic inequities in service, Contra Costa County currently has a generation of children growing up without convenient access to library service. The Board voted to direct the County Librarian to implement immediate options for improving service to the residents of these communities. An additional challenge facing the Library is meeting the needs of countywide commuters. A published report indicates that Contra Costa County workers have the 10th worst commute in the nation and the longest commute time west of the Mississippi River as well as the longest in the Bay Area. To meet both the needs of residents in Far East County and countywide commuters, the Library is investigating an innovative technology currently in use in Scandinavian countries to support public library service delivery. The Bokomaten is a freestanding book-dispensing machine that allows customers to borrow and return books and media using a library card. The automated library book dispensing system models many of the new service delivery choices that libraries are adopting, namely self-service options, extending and deploying library service outside of fixed points, and innovative use of technologies. The project, "CCCL to Go," involves the installation of dispensers in the Pittsburg/Bay Point Bay Area Rapid Transit (BART) station, the new Pleasant Hill Transit Village, and locations in Far East County and a fourth location to be determined through a needs assessment process. The book dispenser will transform the library service of lending books and will support the Library's goals of providing cost- effective services to an area where no library services currently exist, addressing the needs of commuters, and supporting objectives within the Library's new Strategic Plan that has identified county residents as looking for a library experience that is fast, available at convenient hours, welcoming, easy to use, and customer focused. In addition to supporting these goals, the Library expects that the project will attract new audiences to library services, raise the Library's profile in the community, and deliver excellent and convenient need- based service. Through the publicity garnered by collaborating with BART, the Library is expecting that "CCCL to Go" will generate a positive reception and wider interest that will stimulate local pride in the library, promote further use of the library, and encourage other libraries of all types to develop their own or similar projects to model. Contra Costa County Library has a new, ambitious, customer-centered Strategic Plan that outlines the continuing increases in County Library use and demand for services; the changes in the dynamic and demographics of the county population; changes in the way that libraries do business, including new technologies; and a strong desire to maintain quality by continuing to provide services effectively and efficiently. Through the development and exploration of new, innovative service approaches, the expectations include service more in line with County residents' expressed needs and preferences; faster, one-stop service; better integration of libraries into communities; more cost effective library operations; and improved flexibility and capacity for growth. The plan also recommends that a subgroup of city and county staff look at long-term funding and sustainability issues related to the Library's expected growth over the next decade. The Strategic Plan identifies County residents as looking for a library experience that is fast, available at convenient hours, welcoming, easy to use, and customer-focused. Changes and trends in the county populations plus recent changes in the tools, techniques, and technologies available to libraries have an impact on library services into the future. The criteria for choosing library innovations to pursue must include leveraging and building upon the Library's great existing services, attracting new audiences to library services, raising the Library's profile in the community—and, of course, delivering excellent, convenient, need-based service. One of the significant challenges facing the Contra Costa County Library is to improve library service to East Contra Costa County, particularly the large unincorporated area that has experienced unprecedented growth over the last decade (hereafter referred to as Far East County). Between 1995 and 2005, the East County region has grown at an average annual rate of 20%, much of it in the unincorporated areas, compared to an average rate of approximately 4% in the West and Central regions. A study presented to the Contra Costa County Board of Supervisors on May 9, 2006 found that the County Library is one of four (4) County departments where notable geographic inequities in service exist. This report showed that departments use a variety of strategies to address the challenge of providing equitable services to a large, diverse county. The report found that building additional facilities is typically not the most responsive or cost effective way to improve the equitable distribution of some services. Rather, the equitable allocation of these services is improved by making better use of technology and other means to reduce the need for customers to travel to a County library. At the request of Supervisor Mary Piepho, who represents Far East County, the Board unanimously voted on July 11, Page 3 of 20 Project title: Contra Costa County Library (CCCL)To Go: Using Technology to Pioneer Self-Serve Outlets Applicant/Jurisdiction: Contra Costa County Library 2006 directing the County Librarian to implement immediate options for improving library service to Far East County residents. The challenge is to offer services without additional county funds and without reducing library services to the other community libraries. As part of the Library's response, in the fall of 2006, Contra Costa County Library successfully applied to participate in the Urban Library Council's Executive Leadership Institute (ELI), a program to "grow leaders" and activate a challenging and pressing initiative that requires political savvy, effective project management, community relations and organizational change. The Institute invites projects that a library has prioritized but not started, or that are currently underway but not complete. A study of Far East County library service is the perfect project to undertake and results of the study recommend the utilization of technological innovations. The Library is investigating an innovative use of technology that is currently in use in Scandinavian countries. It is a book dispensing machine created by the Swedish company Distee called the Bokomaten. The Bokomaten is a freestanding machine that allows customers to borrow books and media using a library card. A touch screen, similar to an ATM screen, is used to select up to 800 titles, depending upon the size of the unit, that are delivered through an opening in the front of the unit. Materials are returned in a similar way. A robotic arm controls the selection and data input creates attractive screen displays with book jacket images, reviews, and tables of content and other enhanced content information. The first installation was a wall installation at the Lidingo Public Library in Sweden in the fall of 2004. This was followed by shopping center installations in Norway and the Taby Public Library in Sweden in the fall of 2005. The Bokomaten was introduced in Finland in the fall of 2006. Sweden now boasts a total of eight installations with the most recent installation in January 2007 to support the service delivery of the Stockholm Public Library in a shopping mall as well as the mall parking structure. There are commercial book vending machines as well as print on demand services; however, the Library has not identified a book dispensing machine that interacts with an integrated library system or is designed specifically to deliver public library services except for the Bokomaten. The Library, as part of this grant request, will test the concept in multiple locations and different community environments. The LSTA funds will be used to purchase two of the book dispensers to be located in the Bay Area Rapid Transit (BART) Pittsburg/Bay Point station and a location in Far East County to be identified in conjunction with community stakeholders. The Contra Costa County Community Development Agency has agreed to purchase another unit it has designated for the Pleasant Hill BART Transit Village as part of its contribution to placemaking and civic uses. Although Pleasant Hill is a suburban community, regional growth in the last decade has driven a transformation toward a more urban appearance in the new downtown area with a higher residential and commercial density. This trend is continuing around the Pleasant Hill BART station with the creation of a transit village that will include offices, housing, shops, restaurants and cafes around a village green. An Innovations Program grant from the Bay Area Library and Information System (BALIS) will contribute fifty-percent of the cost toward a fourth installation at a location to be determined by further need assessments. The Library will match these funds. The Library has actively and successfully implemented and marketed library services to commuters since a 2001 article in the Contra Costa Times published a report on commute times stating that Contra Costa County workers have the 10a' worst commute in the nation and the longest commute time west of the Mississippi River as well as the longest in the Bay Area. These statistics are reaffirmed in a January 26, 2006 Contra Costa Times article. According to 2010 projections, produced by the Metropolitan Page 4 of 20 Project title: Contra Costa County Library (CCCL)To Go: Using Technology to Pioneer Self-Serve Outlets Applicant/Jurisdiction: Contra Costa County Library Transportation Commission and the Association of Bay Area Government (ABAG) in 2003, 63,508 people will commute daily to San Francisco from Contra Costa County; 120,274 will commute to Alameda County; 15,169 will commute to Santa Clara County; and 12,648 will commute to San Mateo County. A more recent report from ABAG states that today 40% of Contra Costa County residents – compared to 30% of all Bay Area residents - work in one of the eight other Bay Area counties or outside the region. With a population of over one million, commuters number approximately 402,600 workers. ABAG points to two factors that reinforce the Library's decision for placement of these dispensers. One, commuters are traveling longer distances between home and work as new jobs and housing—particularly affordable housing—are becoming concentrated in far corners of the region. Second, new residential developments are being constructed far from the region's mass transit lines and this may provide the only convenient, open library access. As previously stated, the Chief Administrative Officer's Regional Needs Assessment reports that notable inequities in County service delivery exist in the Far East County, including library service. This is not surprising to a dynamic library organization such as Contra Costa County Library that has already recognized that this is the fastest growing region in the Bay Area with an expected 40,000 households and 63,000 jobs to be added by 2025. The unincorporated communities of Discovery Bay, Byron, Knightsen, and Bethel Island currently have no convenient access to library service. The closest libraries are either in Brentwood or Oakley, which can be as great as 20 miles away for many of the residents. Discovery Bay and Byron have a population of 10,413, with families representing 78.7% of the population while Knightsen and Bethel Island represent a population of 861 and 2,312, with families representing 76.2% and 54.4% respectively. Another factor in the equation is southeast Antioch, where the population growth rate over the past three decades is higher than the rate for either Contra Costa County or the State. Over the past thirty years, Antioch's population has increased from 28,060 to 90,532, a 223% increase. Residents in all of these areas cite many reasons for not visiting the libraries in downtown Antioch, Oakley, and Brentwood – distance and lack of convenient hours, of course, but also invisible barriers described as "agricultural barriers" or "highway barriers". They perceive these libraries as not being their community library. The result is that Contra Costa County has an entire generation of children growing up without convenient access to library service. The Library will work with stakeholders in each of these communities to identify an appropriate site (or sites) for the installation of the book dispenser. To meet the needs of commuters and test a different environment, the Library approached the San Francisco Bay Area Rapid Transit District (BART) to discuss installation at one of the Contra Costa County stations. "Satisfied customers are a key element in BART's effort to maintain and increase ridership" is the opening statement of the BART 2006 Customer Satisfaction Survey. The District's strategic plan and vision statement includes to "Partner with the communities we serve to make investment choices and policy decisions which encourage, support, and enhance transit-oriented development and the increased use of transit". BART, an enthusiastic partner in this project, views the project as a natural alliance that supports its goals of customer satisfaction and recommends and endorses the Pittsburg/Bay Point BART station as a preferred location. According to BART's fiscal year 2005 statistics, 44,174 people use BART daily to and from Contra Costa County. Daily commuters from Pittsburg/Bay Point number 4,868 people or 1,455,532 people annually. Although the Pittsburg/Bay Point BART station is at least 21 miles or greater from the reaches of Far East County, it is still the nearest rail transit line for both East County and Far East County residents. An automated library book dispensing system has not been installed within the United States. Commercial book vending machines are in England, France, South America, Mexico, Spain, and other countries but only Scandinavian countries are utilizing a free, library service model. Colorful user- friendly software with images of book covers, book synopses, and other enhanced information beckons customers. It models many of the new service delivery options that libraries are adopting, namely self- service options, extending and deploying library service outside of fixed points, and innovative use of technologies. Contra Costa County Library expects the project to be a resounding success, to address inadequate library service in the Far East County, to incubate/pilot innovative techniques that can be replicated, and to have the Contra Costa County communities and BART riders clamoring for more! 12. What is your project goal?How does your project goal address the state plan goal identified in Q8? "CCCL to Go" supports all four of the key initiatives identified in the Contra Costa County Library's new strategic plan: reading, information for lifelong learning, branding and collaboration. It carries out the strategic plan's goal to change the way the library operates, including: o A focus outward toward target audiences o Changes in techniques of library service delivery o More library serviced delivered off-site o Expansion of technology use, availability and complexity Another Library goal is to provide cost-effective services to Far East Contra Costa County where no library services currently exist. The project likewise presents a unique opportunity to address the needs of commuters and work in collaboration in a highly visible partnership with BART and the acclaimed Pleasant Hill BART Transit Village. The project addresses two of the State Plan goals. State Planog al 2: "Support libraries' efforts to improve their clients' understanding and use of electronic resources and services through development of increased access to, and training about technology-based systems and resources." The book dispenser will transform the library service of lending books. This new technology-based system enables the Library, in collaboration with community partners, to bring this traditional function outside of existing library walls, to give customers more immediate access to library service, and to reach library non-users. The expected outcome is that customers introduced to library services through this easy-to-use, self-mediated book borrowing system will be curious and eager to explore what else their public library has to offer. State Planog al 5: "Encourage and support California libraries, through a variety of state and locally developed projects, to review and revise their services so they are best able to assist Californians in improving their skills, knowledge, status, and life condition." As a result of this project, Contra Costa County Library will reap unprecedented public exposure. BART commits to providing extensive public relations coverage through its various media outlets. The Pleasant Hill BART' Station Area Specific Plan, adopted by the County in 1983, and the companion 1984 Redevelopment Plan have received numerous awards and accolades for good planning. The Pacific Rim Council on Urban Development and the Urban Land Institute has recognized the Specific Plan as models of suburban transit-based development. Local, state, and national coverage is expected with the opening of this highly anticipated mixed-use development. It is also expected that there will be national interest in a technology and service not previously available in the United States or even outside of the aforementioned Scandinavian countries. The positive reception and exposure will stimulate local pride in the library, promote further use of the library, and encourage other libraries of all types to develop their own or similar projects to model. 13. Please list the project objectives (i.e. the quantity of services, products and/or programs you expect to provide). By June 2008, three different geographical and community environments will have a book dispenser installed and providing library materials. A fourth installation will be made available in early 2009. 90% of persons using the book dispenser will report that the new library service has met or exceeded their reading needs in the specified environment. 50% of persons using the book dispenser service will report increased usage of all library services, including: o Program attendance (two or more times six-month period) o Library-based electronic services or web-based services (two or more times in a six-month period) o Visits to community library(four or more times in a six-month period) 14. Please list your project activities in time sequence. Activities are specific tasks that must be accomplished to achieve your objectives. FIRST QUARTER Administrative/Technical Activities 1. Allocate budgeted amounts for materials to funds Strategic/Planning Activities 1. Apply for Right of Permit with the Bay Area Rapid Transit (BART)District. BART staff uses the application information to prepare the appropriate permit and will assign a permit number and add conditions specific to the permit based on plan review. This is usually a 30-day process. Ridership on public transportation systems was up 3.2% in the first six months of 2006, according to the American Public Transportation Association. BART expects customer satisfaction to increase with the installation of the Bokomaten and hopes that ridership will increase as well. The BART District expects to receive positive publicity and media coverage that will improve its overall image to the communities. Convenient access to popular reading materials will enhance customer satisfaction. Convenient, easily accessible library service promotes a sense of community and identity needed to make a transit-oriented development successful and attract residents needed for the success of the retail components. Distec, the Bokomaten vendor, estimates an hour of training is required for operations management through an administrative client. It is desirable to have one operations manager responsible for routine oversight and maintenance; but also possible to have the administrative client installed in many locations, most likely the community library closest to the installation. Designated staff will require this same operations management review. Other basic training will include the functionality of the book vending machine — locking, unlocking, stocking, and minor troubleshooting. In addition to the administrative client software training, the Library will educate the staff countywide by producing documents that include frequently asked questions and talking points so that staff will understand the service and its basic mechanics, its policies and procedures, as well as its role in fulfilling the goals and objectives of the Strategic Plan. 18. How will you ensure that the people whom this project intends to serve are aware of the program? Describe how you will publicize the program to potential users. Because of the innovative nature of the proposed project, an extensive marketing campaign will be developed to reach the target audiences. Contra Costa County has a new Public Information Officer charged to advise and assist County departments in public information activities as well as graphic design services through its Print and Mail Services. How will you evaluate this project? Evaluation Plan Every aspect of the project will need ongoing evaluation during the formative stages, including the processes associated with the installation and operation of the book vending machines; selection and processing of materials; creation of staff procedures; and marketing of the service. This evaluation will give the project team important feedback for identifying appropriate modifications and refining each activity as needed to ensure successful implementation. Primary sources of feedback during the initial phases will be library staff, community partners, vendors and potential customers for each installation site. Exchanges of information between library staff, partners and vendors will take place through a continuous mechanism of meetings, teleconferencing and email exchanges. However, input from potential customers will be gathered through a more formal process. While locations for two book vending machines have been identified, the remaining two locations in unincorporated Far East County will be determined through input gathered at community meetings and through the distribution of surveys. This activity will be coordinated through local government advisory committees, community service districts, school districts, and other community groups. To set a benchmark for surveys to be conducted during the summative evaluation process, these early surveys will also gather information about current library use. Data gathered will identify the percentage of those surveyed that are regular library users and their pattern of use, including frequency of visits,number of items borrowed per visit, and which community libraries are used. The percentage of non-library users and the reasons for lack of use will also be identified. Once the installation of a book vending machine is completed and the service is launched,the summative evaluation activities will take place. In order to determine the overall effectiveness of the new service, this evaluation will address both the efficacy of the book vending equipment and related processes, and customer satisfaction with the service. Evaluation activities will be conducted two months after initiation of services and again four months later. Data Collection and Analysis Library staff and representatives from the project's community partners, including BART and the Contra Costa County Community Development Agency, will work together to gather and analyze the following quantitative and qualitative information specific to the book vending machines: o Did the book vending machines operate as expected? If not, what did not meet expectations and what exceeded expectations? o Was the location selected for each machine appropriate? If not, what were the issues and if so, what were the benefits? o How reliable were the machines? What was the frequency and duration of equipment failure? o What was the degree of difficulty associated with maintenance of the equipment? o How many staff hours were required to maintain and stock the machines each day/week/month? o What is the rate of circulation compared to staff hours required for service? o What were the positive and negative impacts of installing the equipment at each site? Library staff will also collect circulation statistics for each location. These reports will include data on the number and types of items borrowed,turnover rates for each collection area, the percentage borrowed of total items available, number of users by zip code, and ages of users by zip code. This information will be analyzed in conjunction with a second customer survey to be conducted in each location. The survey will measure the following service indicators: o Number of those surveyed that are regular library users and their pattern of use (frequency of visits, number of items borrowed per visit, community libraries used, use of electronic resources, attendance at library programs) o Number of those surveyed that indicate awareness of the new service o Number of those surveyed currently using the new service o Number of those surveyed that only use the new service or use both the new service and their local library o Of those using the service, the number of times used per month and the number of items borrowed during each use o Of those using the service,the number indicating that the collection meets their reading interests Page 15 of 20 Project title: Contra Costa County Library (CCCL)To Go: Using Technology to Pioneer Self-Serve Outlets Applicant/Jurisdiction: Contra Costa County Library o Of those using the service,the number rating the service as satisfactory to excellent o Of those using the service, the number rating the services as less than satisfactory and the reasons for dissatisfaction. o Of those not using the service, the reasons for lack of use Reporting Once the evaluation process for each installation is conducted, the information gathered and analyzed will benefit subsequent installations and the final evaluation will provide a comprehensive analysis of all stages involved in the implementation of a new technology and the community impact of a new library service.. A draft final report of the project will be prepared by library staff and circulated to all stakeholders for final review. After the review process, all partners will present the final report to their governing boards. To address the expected interest from the library community, information packets will be prepared for distribution upon request, and articles for library publications will be drafted. 21. Will this project be continued beyond this grant year? If so,how will it be funded and/or staffed? "CCCL to go" will continue after the grant year. The ongoing expenses of the project — collections, delivery, staff time, and maintenance costs — will be incorporated into the Library's operating budget. With hardware funding provided by LSTA monies, other grants, and in-kind contributions, the ability to handle ongoing costs at the local level becomes more manageable. It is anticipated that a well-designed program that expands library borders will attract alternative funding streams; and the Library will certainly look for sustainable funding through other grants and corporate partnerships. 22. How and when are you planning to share the results of this project beyond your local jurisdiction? Is the project a model for replication? A bold, innovative program such as "CCCL to go" is likely to quickly garner media attention. Contra Costa County Library is extremely fortunate to receive positive and frequent media coverage through the Contra Costa Times and its MediaNews Group subsidiaries plus local neighborhood editions. The Library is frequently featured on Comcast Local Edition, a 5-minute, studio-based informational program, airing at 24- and 54-minutes after the hour, every hour on CNN Headline News in Bay Area communities. The primary mission of Comcast Local Edition is to provide elected officials, community, non-profit and educational leaders the opportunity to communicate to their key constituents. These two avenues present opportunities for immediate media coverage that extends beyond Contra Costa County. A presentation in September 2007 to the TLC/CARL Users' Group will reach thirty-two(32)customer sites,both in the United States and worldwide. On April 13, 2007, the Bay Area Library Information System (BALIS) library directors awarded a $50,000 Innovation Grant to the Library to purchase a fourth book dispensing machine. The BALIS service area covers three counties: Alameda, Contra Costa and San Francisco, with a combined population of approximately three million. The BALIS directors were unanimous in their enthusiastic support of this project and are already discussing implementations for their own libraries.Plans to replicate this service are already underway! Nationwide, California libraries are recognized for establishing creative and innovative partnerships to provide diverse programming and quality services. LSTA grants are designed to address customer or community needs with new library services and applications that reflect creative and imaginative approaches and methods.
