SUBJECT: Appointments to Advisory Committee for the Countywide Bicycle and Pedestrian Plan
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPOINT the following staff to the Contra Costa Transportation Authority's advisory
committee for the Countywide Bicycle and Pedestrian Plan:
• John Sighamony, Community Development Department
• Steve Kowalewski, Public Works Department (as the alternate).
FISCAL IMPACT
None. Staff time for this effort has been incorporated into the Department's budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 2001, the Contra Costa Transportation Authority (Authority) initiated preparation of their first
Countywide Pedestrian and Bicycle Plan.At that time they formed an advisory committee to assist
in that effort. The Board made their appointment on June 5, 2001.
On March 28, 2007, the Authority requested participating agencies and organizations to reaffirm
their current appointment or appoint a new representative to their advisory committee.A list of the
current appointments is included in the attached correspondence (see Exhibit A). The Public
Works Director supports this recommendation.

adopted in December 2003,the Contra Costa Transportation Authority established the.
Countywide Bicycle and Pedestrian Plan Advisory Committee.This committee met at
Brad Nix key points during the preparation of the CBPP to review and discuss its recommendations
Julie Pierce and direction.In addition to its work on the CBPP,the advisory committee has made
funding recommendations for several programs, most recently for the County Portion of
Karen Stepper the Regional Bicycle and Pedestrian Program.

The Authority is now beginning the update of the CBPP,scheduled for adoption in 2008.
Maria Viramontes We hope again to use the advisory committee to help in this effort. In addition, the advi-
sory committee may be involved in making future recommendations for allocating fund-
ing for bicycle and pedestrian projects,and commenting on other categories of projects as
part of MTC's policy on"routine accommodation".

The list of current members of the advisory committee is attached.
We estimate that the advisory committee will meet between five and seven times during
the next year-and-a-half to review and comment on the update to the CBPP as it is being
prepared. The committee members may also be asked to review project checklists sub-
mitted as part of MTC's routine accommodation process,and may meet intermittently to
discuss those checklists. The committee may be asked to recommend funding allocations
for bicycle and pedestrian projects,although we do not expect any such review within the
next two years.
Because the committee is made up of both citizens and public agency staff,members will
need to have a certain amount of flexibility in meeting times.While the committee has
recently met most frequently at lunch,it has also met in the late afternoon and early eve-
ning.
