DEVELOPMENT (HUD) SECTION EIGHT MANAGEMENT ASSESSMENT PLAN
(SEMAP) FOR FISCAL YEAR ENDING 3/31/2007
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE Resolution No. 5089 certifying the results for the Section 8 Management Assessment
Plan (SEMAP), subject to HUD confirmatory review, for the Housing Authority of the County of Contra
Costa (HACCC) for the period from April 1, 2006 to March 31, 2007.
Il. FINANCIAL IMPACT:
HUD provides over$77 million annually for the Section 8 Housing Choice Voucher rental
assistance program serving low-income families in Contra Costa County. Approval of the SEMAP
certification is a condition for continued funding.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND
SEMAP is HUD's report card for Section 8 programs administered by housing authorities
nationwide. The Housing Authority collects data on the essential operations of the Section 8 Housing
Choice Voucher program. This data is reported annually to HUD and scored according to HUD
regulations.
There are fourteen separate indicators as outlined in Attachment 1. Favorable ratings were
achieved in indicators measuring proper management of the waiting list, adequacy and timeliness of
property inspections, working to expand housing opportunities, proper submission of electronic
information, utilization of Housing Assistance Payments, and determination of reasonable rents for
properties enrolled in the program. The Housing Authority also has substantial documentation to support
the scoring for the bonus indicator, i Deconcentration of Poverty.
Indicator three, Determination of Adjusted Income; received a very low score. The resultant lack
of points was based upon a sample review of tenant files. This review revealed that 50% of the sample

files had inaccurate or incomplete documentation to support the household's income. The Housing
Authority has re-trained staff on adjusted income requirements and supporting documentation necessary
for tenant rent calculations. In addition staff duties have been reorganized and quality control processes
initiated to correct this deficiency.
Federal regulations require that any low scoring indicator will require the development and
implementation of a Corrective Action Plan (CAP). This CAP has been developed and implemented for
fiscal year 2007 and 2008. Quality control testing for the last two months revealed that indicator three
deficiencies have been corrected for fiscal year 2007-2008. This will lead to a much higher score for this
indicator and for the 2007-2008 SEMAP score.
Based upon initial indications, it appears the Section 8 program will rate a "standard performer"
under rules promulgated by the US Department of Housing and Urban Development (HUD).
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve Resolution No. 5089, the Housing
Authority would be in jeopardy of losing $77 million in funding that provides rental assistance for low
income families in Contra Costa County.

On this day the Board of Supervisors considered approving Resolution No. 5089 certifying the
results for the Section 8 Management Assessment Plan(SEMAP), subject to HUD confirmatory
review, for the Housing Authority of the County of Contra Costa(HACCC) for the period from
April 1, 2006 to March 31, 2007.
Supervisor Glover requested this item be presented as an oral report from the Housing Authority
Director to discuss the outcome of the recent Housing Authority Audit.
Mr. Rudy Tamayo, Housing Authority, Executive Director, said the Housing Authority had boen
given a"standard"rating by an outside consultant. Mr. Tamayo explained in detail the
procedure the Housing Authority uses to screen applicants who wish to enroll in the Section 8
Housing program.
Supervisor Glover noted the Board expects to receive continuous updates on Housing Authority
improvements. Supervisor Glover told Mr. Tamayo in the future we must insure people who
need this program are the people certified into the program and not those individuals who are
being fraudulent. He asked Mr. Tamayo when the Board could expect the next update.
Mr. Tamayo responded the end of June.
Chair Piepho told Mr. Tamayo the upgrade to standard was an improvement; nonetheless the
Board is looking for an even better rating.
By a unanimous vote with none absent, the Board of Supervisors took the following action:

ASSESSMENT PROGRAM CERTIFICATION FOR THE HOUSING CHOICE
VOUCHER PROGRAM AND AUTHORIZING SUBMISSION OF RELATED
DOCUMENTATION
WHEREAS, it is the desire of the Board of Commissioners of the Housing
Authority of the County of Contra Costa to continue to provide housing
assistance payments for qualified low-income tenants; and
WHEREAS, the Housing Authority of the County of Contra Costa desires to
ensure that its Housing Choice Voucher program functions within the
standards of the U.S. Department of Housing and Urban Development
(HUD) Section 8 Management Assessment Program;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY, as
follows:
1. The SEMAP certification for the Housing Authority of the County of
Contra Costa for the period ending March 31, 2007, is hereby
approved subject to any subsequent HUD confirmatory reviews;
and,
2. The Executive Director of the Housing Authority of the County of
Contra Costa is authorized to submit this certification and any
related documentation to the U.S. Department of Housing and
Urban Development. This Resolution shall be effective
immediately.
