- SUBJECT: Contract with F.M. Blake, Inc., for SSI Application and Reapplication
Services
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's
ReportCard: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing'; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by providing Supplemental Security Income benefits for child in foster care.
BACKGROUND:
F.M. Blake provides application, reapplication, representation, and follow-up services in
the process of obtaining SSI benefits for children in foster care. Employment and
Human Services.Department (EHSD) requires this service as a result of the
complicated, ongoing legislative action that affects Social Security Administration
regulations. The application process and case follow-up has become a specialized,
intensive and tedious process.
Payment under this contract is on a contingency fee basis, with contract costs covered
by generated Supplemental Security Income (SSI) revenues. EHSD pays contingency
fees to contractor only after SSI benefits are approved for a child. The one-time fee per
approved child paid to contractor is a percentage of the benefits received on the first
month. The child continues to receive monthly benefits for as long as he or she meets
the disability criteria and the fee paid to contractor is offset in savings to the County by
the second or third month of benefits. Funds generated by this contract enhance Child
Welfare Services' ability to meet children's special needs and offset County and State
maintenance costs.
