RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee,-to execute a contract with Trans Metro Express Corporation, in an amount
riot to exceed $60,000 to continue provide charter transportation services to
Independent Living Skills Program participants for events and activities located primarily j
in Central County for the period July 1, 2007 through June 30, 2008. i
FISCAL IMPACT:
No County cost. $60,000: 100% Federal Independent Living Skills Program funding.
CHILDREN'S IMPACT STATEMENT:
The Independent Living Skills and the Child Welfare Services programs support all five

SUBJECT-: CONTRACT WITH TRANS METRO EXPRESS FOR INDEPENDENT
LIVING SKILLS PROGRAM (ILSP) CHARTER TRANSPORATION
SERVICES.
Productive Adulthood": 3) "Families that are Economically Self Sufficient"; 4) 'Families
that are Safe, Stable and Nurturing": and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families." This is accomplished through
maintaining family stability and fostering child well being.
BACKGROUND:
rhe Independent Living Skills Program (ILSP) is designed to prepare foster children
age 16 years and over for emancipation and responsible adulthood. ILSP services
include daily living skills, money management, career and educational planning, and
housing assistance. ILSP has served more than 1,200 youth since July 2002 and has
been identified as a best practice model by the California Department of Social
Services. The Employment and Human Services Department provides ILSP services
countywide with offices in Martinez (Central County), Contra Costa College (West
County), and Los Medanos College (East County).
This contract provides for charter transportation service for ILSP participants to training
events and activities located primarily in Central County on weekday evenings and !
Saturdays. Participants are picked up at arranged locations in West, Central, and East j
County and are dropped off at these same locations. (#19-200-1)
