I. RECOMMENDATION:
I
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract
amendment with the City of San Ramon to incorporate provisions for transitioning police i
services as the City forms a municipal Police Department, with no change in the term or
payment limit.

II. FINANCIAL IMPACT:
None. The Amendment provides that it shall not be construed to affect in any manner the
amounts otherwise due to the County under the Contract.
III. BACKGROUND:
In a letter dated August 14. 2006, the City of San Ramon, by its City Manager, Mr. Herb
Moniz, formally advised that on June 13. 2006, the San Ramon City Counsel voted not to
renew the Police Services Contract upon its expiration on June 30, 2007, and to create a
City of San Ramon municipal Police Department. Mr. Moniz s letter states, .'The service the
City of San Ramon has received for the past 22 years has been exemplary.... There is so
much more to say with regard to the excellent police services which you have provided us—
suffice it to say that we have been truly blessed with a great partnership. Thank you."

The Office of the Sheriff has been dedicated to working with San Ramon to assure an
orderly transition. Various contracts for ancillary services that shall continue to be provided
to San Ramon, such as Dispatch and Forensics. are being finalized and will be submitted for
Board consent. San Ramon has recently requested that on four weekends preceding the
end of the contract term it be permitted to utilize solely sworn city employees to provide law
enforcement services. During these periods, no County Deputies will be scheduled to
provide services in San Ramon. The Amendment provides that San Ramon shall indemnify
and hold harmless the County from any and all claims. actions and judgments arising from
the conduct. actions and inactions of its personnel.
