(Budgeted. 100% Federal funds) (All Districts) FISCAL IMPACT: I Funding for the period January 1 — June 30, 2007 will be appropriated into the Department's FY 2006-07 budget. Funding for the period July 1 — December 31, 2007 will be appropriated into the Department's FY 2007-08 budget. The County, as Grantee, is required to generate a 20% non-federal match not exceed $7,272. I CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department's ! Head Start program supports two of Contra Costa County's community outcomes: I "Children Ready for and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, ' including high quality early childhood education. nutrition. and health services to low- income children throughout Contra Costa County. PROJECT/PROGRAM TITLE. Early Head Start Cost of Living Adjustment Grant Application for Budget Period January 1 — December 31, 2007. 2. FUNDING AGENCY. Department of Health and Human Services. Administration for Children and Families (ACF). Washington, D.C. i 3. SUBMITTAL STATUS. This is the submission of application for Cost of Living Adjustment funding. 4. PROPOSED TERM. Funding must be requested for period January 1, 2007 through December 31, 2007. The budget summary is below. i 5. CURRENT FUNDING. Funding for Early Head Start is provided by Federal dollars. Contra Costa County. as Grantee. is required to generate a 20% non-Federal match of i the total project budget, which may be in cash or in-kind contributions, fairly valued. I 6. FUTURE FUNDING. The Grantee must submit an application for additional cost of living adjustment funds if provided by the Head Start budget passed by Congress and i approved by the President. ACF (Administration for Children and Families) dictates the amount for which the Grantee may apply. I 7. STAFFING REQUIREMENTS. As Grantee, Contra Costa County operates the Early Head Start Program. which is administered and staffed by the Community Services Bureau of Employment and Human Services Department. i I I I i i I I 9. PROGRAM NEED. The Community Services Bureau serves the needs of low- income children (3-5 years of age under Head Start and prenatal-3 yrs under Early Head Start) and their families. by providing quality childcare: child development and other services such as medical and dental. 10. RELATIONSHIP TO OTHER PROGRAMS. The Community Services Bureau's Early Head Start program combines federal Head Start and state child development funding into one cohesive program. The Bureau also has strong collaborations with other departments within the County and partners with community-based organizations. local private businesses, schools, non-profits. and volunteer organizations. I 11. PROJECT GOALS. Not required to detail for this grant application. 12. STATED OBJECTIVES. Not required to detail for this grant application. 13. ACTIVITY SUMMARY. Program continues to provide high-quality services. Program was awarded as having achieved `Excellence" rating by the National Head i Start Association in March. 2004. I 14. EVALUATION METHOD(S). Measurable. results-based child and family outcomes have been implemented. such as the required State of Californias Desired Results Developmental Profile. for programs providing services through collaboration with the State of California Department of Education. 15. CHANGES COMPARED TO PRIOR YEAR (if any). Program Goals are similar to Y2006 goals, with more emphasis this time on fatherhood activities. more involvement I of parents in early literacy development. and increased partnering with faith-based organizations. 16. POTENTIAL CONTROVERSIAL ISSUES. None. Public perception of the Head Start and Early Head Start programs remain positive.
