RECOMMENDED ACTION:
DETERMINE that the Carquinez Scenic Drive Culvert Replacement Project is a California Environmental Quality
Act (CEQA) Class 2 Categorical Exemption, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a$50 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by Road Funds.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The project consists of constructing a 50 foot long, 60"RCP culvert underneath Carquinez Scenic Drive
(approximately 50 feet west of the intersection of McEwen Road and Carquinez Drive) to replace an existing
culvert crossing that has become silted in. Currently the present culvert (an 8'X8' box culvert) has silted in due
to an excessive amount of silt and debris that has entered the culvert from upstream(including illegally dumped
debris). The current culvert will be abandoned, because of the significant environmental impacts that desilting
would cause. The new culvert will be placed on top of the present box culvert to correct the grade of the
drainage and will be placed approximately 12 feet below the existing crown of the road. It will be necessary to
remove eleven trees: 5 Bays (Umbellularia Californica), 4 Pacific Willows (Salix Lasiandra) and 1 Coast Live
Oak(Quercus Argrfolia), some brush and a Pacific Willow tree stump. However, the project area is densely
vegetated and removal of these trees is not expected to alter the scenic quality of the surrounding area.
A dewatering system may be necessary during construction and any flowing water will be diverted around the
project site. The system will be designed to ensure that flow downstream of the construction is maintained at all
times during construction if necessary. Any wildlife encountered will be lawfully relocated downstream.
The project is located in West County and will not result in the removal of any scenic resource.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction.

based on the following: The project consists of the replacement of existing structures and
facilities where the new structure will be located on the same site as the structure replaced and
will have substantially the same purpose and capacity as the structure replaced.

GENERAL CONSIDERATIONS:

Drive will remain open to traffic at all times during construction. Flaggers will be used to
ensure that impacts to traffic to and from Port Costa are minimized. Access for
emergency vehicles will not be affected during construction.
Real property transactions and utility relocations may be necessary in support of the
project.
