HEAD START COST-OF-LIVING ADJUSTMENT (COLA) GRANT
SPECIFIC REQUEST(S)OR RECOMMENDATIONtS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to apply for and accept funding from the U.S. Department of Health and Human
Services, Administration for Children and Families, not to exceed $240,942 for Head
Start program services cost-of-living adjustment for the period January 1 — December
31, 2007. (Budgeted, 100% Federal funds) (All Districts)
FISCAL IMPACT:
Funding for the period January 1 — June 30, 2007 will be appropriated into the
Department's FY 2006-07 budget. Funding for the period July 1 — December 31. 2007
will be appropriated for the Department's FY 2007-08 budget. The County, as Grantee,
is required to generate a 20% non-federal match not to excee 60.236.

This match is achieved through collaboration with State of California Child Development
programs and the volunteer hours accrued by Head Start parents and community
partners.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports two of Contra Costa County's community outcomes:
"Children Ready for and Succeeding in School" and "Families that are Safe, Stable. and
Nurturing." These outcomes are achieved by offering comprehensive services.
including high quality early childhood education, nutrition. and health services to low-
income children throughout Contra Costa County.
BACKGROUND: i
Please see the attached 16-point narrative. This application was presented
to the Contra Costa County Head Start Policy Council on April 18. 2007 and
is scheduled to be approved at the Policy Council meeting on May 16. 2007.

EXECUTIVE SUMMARY
INCOMING FUNDS NARRATIVE STATEMENT
1. PROJECT/PROGRAM TITLE. Head Start Cost of Living Adjustment Grant
Application for Budget Period January 1 — December 31. 2007. i
2. FUNDING AGENCY. Department of Health and Human Services, Administration for i
Children and Families (ACF). Washington. D.C.
3. SUBMITTAL STATUS. This is the submission of application for Cost of Living
Adjustment funding.
4. PROPOSED TERM. Funding must be requested for the period January 1, 2007
through December 31. 2007. The budget summary is below.
5. CURRENT FUNDING. Funding for Head Start is provided by Federal dollars. Contra
Costa County. as Grantee, is required to generate a 20% non-Federal match of the total
project budget. which may be in cash or in-kind contributions, fairly valued.
6. FUTURE FUNDING. The Grantee must submit an application for additional cost of
living adjustment funds if provided by the Head Start budget passed by Congress and
approved by the President. ACF (Administration for Children and Families) dictates the
amounts for which the Grantee and Delegate Agency may apply. i

8. STAFFING REQUIREMENTS. As Grantee. Contra Costa County operates the
Head Start Program, which is administered and staffed by the Community Services
Bureau of Employment and Human Services Department.

9. PROGRAM NEED. The Community Services Bureau serves the needs of low-
income children 13-5 years of age under Head Start and prenatal-3 yrs under Early
Head Start) and their families, by providing quality childcare, child development and
other services such as medical and dental.
10. RELATIONSHIP TO OTHER PROGRAMS. The Community Services Bureau's
Head Start program combines federal Head Start and state child development funding
into one cohesive program. The Bureau also has strong collaborations with other i
departments within the County and partners with community-based organizations, local
private businesses. schools, non-profits, and volunteer organizations.
11. PROJECT GOALS. Not required to detail for this grant application. i
12. STATED OBJECTIVES. Not required to detail for this grant application.
13. ACTIVITY SUMMARY. Program continues to provide high-quality services.
Program was awarded as having achieved "Excellence' rating by the National Head
Start Association in March, 2004.
14. EVALUATION METHOD(S). Measurable. results-based child and family outcomes i
have been implemented, such as the required State of California's Desired Results
Developmental Profile, for programs providing services through collaboration with the i
State of California Department of Education. i
15. CHANGES COMPARED TO PRIOR YEAR (if any). Program Goals are similar to
Y2006 goals. with more emphasis this time on fatherhood activities. more involvement
of parents in early literacy development, and increased partnering with faith-based
organizations.
16. POTENTIAL CONTROVERSIAL ISSUES. None. Public perception of the
Head Start and Early Head Start programs remain positive. The Parent Policy Council
will approve this grant at their May 16. 2007 meeting. i
