APPROVE and AUTHORIZE the Community Services Director. or designee. to temporarily close part-day, part-year preschool classrooms during the low-enrollment summer period I effective May 31. 2007. C. ABOLISH project positions as specified in Attachment A. A-1. effective May 31. 2007. D. RE-ESTABLISH project positions as specified in Attachment A. A-2, effective August 20. 2007. THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of the i County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES THAT: I i 1. The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the Employment and Human Services Department. Community Services Bureau for the Head Start program under its j jurisdiction. 2. In order to keep expenditures within available funding or to keep staffing at the level necessary for efficient operations. it is necessary to abolish the positions described in Attachment A-1 on the dates indicated and re-establish the positions described in Attachment A-2. for reasons of economy. lack of funds or because the necessity for the position(s) involved no longer exists and to lay off employees accordingly. I 3. The Employment and Human Services Director, in which department such positions are abolished. shall i issue layoff or displacement notices. as the case may be. and give notice to affected employees of the Board's action. 4. The Employee Relations Officer shall give notice of this Resolution to recognized employee organizations representing employees impacted by this action. I 5. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the I Meyers-Milias-Brown Act (Government Code Section 3500 et seq.). this Board offers to meet with recognized employee organizations upon request concerning this Resolution. 6. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to this Resolution of resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board and to eliminate classes of employees or positions as involving the merits. necessity, or organization of services or activities of the County or Districts governed by the Board and not within the scope of representation. 7. This action is taken without prejudice to pending consulting. meeting. and meeting and conferring with recognized employee organizations. I 8. This year. CSD proposes to close part-day Head Start classrooms during low-enrollment summer i months beginning May 23, 2007, implement corresponding staff layoffs and cancel twenty positions. Because of additional federal requirements, staff will continue working performing related i assignments through May 31, 2007. In addition, the Community Services Head Start Program will re-open the part-day operations at the end of the summer.
