On this date, Mary N. Piepho, Chair of the Board of Supervisors, invited the public to
speak. The following persons spoke:
• Ralph Hoffmann. Resident of Danville, spoke in memory of May 1, historically
known as May Day, a holiday honoring working people. Also made honorable
mention of the County Animal Services.
• Charles Evans, resident of Richmond, submitted letter to Board members he had
written to the Board dated September 17, 2002.

Board of Supervisors of Contra Costa County,
This is the Family of Charles&Nicole Lynnette Evans II,we reside at 546 17th Street in the city of Richmond.
We give honor to the board as a whole and individually.
We say good morning to all present.
We give honor, praise and thanksgiving to God Almighty; by His Grace, Power and Counsel we are able to
stand before you and speak these words.
We come before you today to personally make you aware of the unreasonable, unjustifiable and unlawful injury
inflicted on this family by employees of the Children and Family Services Bureau.
When we recently received your order rejecting our claim for damages, we cannot honestly say that we were
surprised. We have come to expect unjust and arbitrary responses from people who would not for one moment,
accept the same. But after being presented the official order of this board, stating a unanimous vote of Rejection
in Full by the Supervisors,we were left with one crying, unceasing question...How?
After researching the history of this Board and learning of the great responsibilities that you are entrusted, we
saw that our particular injury was small when measured against the whole. So we are not directing the whole of
our anger,hurt, disgust and blame on this board. But you do deserve part of it.
We are here to say that even though we are a small part of the whole we are just as precious as any other part.
We deserve the full of your attention and protection when it is appropriate. You have failed us twice. First, by
allowing the employees of this agency to operate outside of the laws, regulations and procedures by which they
are governed. Second, by not holding these individuals accountable for violating this family after we
complained to you. You will not be given the chance to fail us again, you have forfeited the trust and respect
that all reasonable citizens give freely. We are not hateful or bitter people, so if the trust and respect remains
lost. It is because you have not sought to regain it.
It is a shame that something that might have been resolved with a sincere apology and assurance of a change in
policy has to escalate into an injury that is beyond complete repair at a cost that you will not be willing to pay.
So the Board of Supervisors of Contra Costa County, governing in the Great State of California, of the United
States of America should be advised of this fact: If you are not willing to protect the rights and safety of this
family, I am.No matter the place,the time,who or what I must face. So help me God.
