RECOMMENDED ACTION: APPROVE the addition of the following job classification, job description and salary range: Job Classification FLSA Status Resident & Community Services Coordinator Exempt Computer Support Specialist Exempt See attached job descriptions and salary information. II. FINANCIAL IMPACT: Authorized staffing levels have been approved in conjunction with budgets previously approved by the Board on April 3, 2007. III. REASONS FOR RECOMMENDATION/BACKGROUND As per the Board approved Housing Authority Personnel Policies and Procedures Section 02.01 (attached), I am seeking approval of actions to add specific job classifications. The Housing Authority has staffed the Computer Support Specialist position since September 2002 and the Resident & Community Services Coordinator position since October 2006 through Temporary Employee Contracts. The ability to staff these positions with permanent staff would add stability to the organization and these programs. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve this action, the Housing Authority would be unable to have a workforce that meets the changing needs of the organization. Provides hardware and software'Support to all end users. Performs related duties as required. DISTINGUISHING CHARACTERISTICS: This classification provides technical support, application support, and computer related assistance to end users, but not limited to desktop processing. Assists in network cabling when necessary. Researches and expedites computer equipment, consumables, and peripherals for purchasing requirements. Performs system maintenance, including backup of all servers, and databases. Organizes and performs multitude of tasks in relations to the network integrity, performance, and data degradation. This classification works in conjunction with the vendor providing information technology services to the Authority. SUPERVISION RECEIVED AND EXERCISED: Operates under supervision of the Executive Director, or designee. Receives direction from vendor providing information technology services to the Agency. This classification does not supervise other Authority classifications. ESSENTIAL JOB FUNCTIONS: Duties include, but are not limited to, the following: • Performs routine backup of Windows based data, including databases, telephony system, and Unix server. • Prepares off-site storage tapes. • Adds, deletes, modifies user's home directory, MS Exchange email setup • Setup of computer and peripherals for new and existing users • Installs and configures Cisco equipment as necessary for users • Installs, configures, maintains, and troubleshoots computer desktops • Installs numerous software applications including operating system, and network software. • Performs maintenance and disk management on PCs, as necessary • Researches computer equipment, peripheral, and consumable pricing for purchasing requirements. • Setup of computer equipment, including projector, for training and/or meeting needs • Creates, maintains, and modifies Authority's intranet, internet, and other related websites. • Troubleshoots software applications, and associated hardware. • Troubleshoots network operating issues, including cabling, wide area network, telephony system, and coordinates third party resolutions when necessary OTHER JOB FUNCTIONS: Perform related duties as assigned. KNOWLEDGE &ABILITIES: Knowledge of- computer operating systems, network systems, standard desktop applications software and terms and concepts used in computer based systems, computer hardware and peripherals. Specifically, Microsoft Windows environment, not inclusive to XP, 2000, 2000 server, SQL 2000, Exchange, Office Professional 2000 & 2003, Project, Visio, other related Microsoft software, Dreamweaver, Snag-it, Ultra-Edit, Adobe Acrobat Distiller, Scansoft, ADP software, Cisco based wide area network, and VOIP phone system as well as 3com switches, and hubs. Must have proficient understanding of TCP/IP topology, and Wide Area Network knowledge. Ability to - define problems, collect data, establish facts and draw valid conclusions, interpret an extensive variety of technical instructions and deal with several abstract variables, connect desktop workstations, coach users in correction of reported problems, communicate effectively, both orally and in writing, work cooperatively and constructively with others SPECIAL REQUIREMENTS: California Driver License — Must possess and maintain an applicable California Driver License and a driving record acceptable to the Authority's insurance carrier. Physical Abilities and Work Environment— Must have the ability to drive an automobile, sit and stand for lengthy periods of time, stretch and bend. Must have the manual dexterity tq,operate keyboard equipment. Lift or carry up to 50 lbs. A majority of work is conducted in an indoor office environment. Other • Provide an annual Statement of Economic Interest. • Provide proof of US citizenship or, if a non-citizen, either lawful admission for permanent residence or authorization for appropriate work by the Immigration and Naturalization Service. • Will be required to take a pre-employment physical examination. • Be bondable. EXPERIENCE AND EDUCATION GUIDELINES: Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Authority. A typical way to obtain the knowledge and abilities would be: Experience — Two (2) years related work experience, including one (1) year of hands on desktop and network support. Education — Graduation from an accredited college or university with an Associate of Arts degree in computer science, information technology or related field. Possession of a Bachelor's degree from an accredited college or university is desirable. Computer Support Specialist Page 2 of 2 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Approved: 00/00/00 Reviewed: 00/00/00 Revised: 00/00/00 RESIDENT & COMMUNITY SERVICES COORDINATOR (FLSA EXEMPT POSITION) DEFINITION/PURPOSE: Under the direction of the Director of Managed Housing Programs, the Resident & Community Services Coordinator will work in partnership with the Housing Authority's Resident Councils, contracted service providers and Housing Managers, as required, to promote and foster resident self-sufficiency. Implement, develop, organize, supervise and direct recreational programs at public housing developments. DISTINGUISHING CHARACTERISTICS: This management classification is responsible for the development and execution of a multi-faceted strategy that will: • Develop programs, administer grants and link with community based organizations to provide self-sufficiency models for low income residents; • Support and encourage the development of an agency-wide Resident Council and individual councils; • Increase resources that are available to the residents of Housing Authority developments; • Advocate for residents with the Housing Authority, law enforcement and the larger community; • Provide life enhancement services through coordination of a variety of service providers; • Plan, coordinate and direct recreation programs; supervise and instruct individuals and groups in recreational activities; and • Research and seek funding sources, and prepares funding proposal and grant applications; recommends, evaluates and monitors budgets, and recommends modification to budgets to reflect programmatic changes. It differs from the Housing Manager classification by the lack of involvement in the day- to-day management of one of the housing programs or housing developments. SUPERVISION RECEIVED AND EXERCISED: Operates under the direct supervision and direction of the Director of Managed Housing Programs. This classification does not normally supervise other Authority classification; however, it may provide direct and general supervision to assigned clerical personnel. ESSENTIAL JOB FUNCTIONS: Duties include, but are not limited to, the following: • Coordinate resident activities and secure assistance for residents. • Encourage the development of resident leaders. • Assist Public Housing residents in starting resident councils by developing bylaws, holding elections and conducting regularly scheduled meetings. • Work in partnership with residents and other agencies to plan and implement special projects. • Direct and help deliver recreation, employment and training opportunities. • Attend and/or coordinate community activities, including evening and weekend activities. • Prepare publications to keep residents informed of activities, services available and other pertinent information. • Oversee and help implement complex grant programs • Track program objectives and provide regular performance reports including budget to actual financial reports. OTHER JOB FUNCTIONS: May represent the Authority at public meetings and conferences. Perform related duties as assigned. REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS: Knowledge of- Local government structure; public and assisted housing programs; social service resources available in the community; report writing and record keeping; philosophy, principles and practices of public recreation programs; major sports, games and other recreational activities suitable for children, adolescents and adults; standard office procedures, methods, and computer equipment. Ability to -Address groups of people and present information in a clear, organized and convincing manner; meet and deal effectively with the public and establish effective working relationships; demonstrate effective interpersonal skills; negotiate contracts, track activities and prepare complex reports; direct multiple programs with minimal resources; communicate clearly and effectively both verbally and in writing; organize work, set priorities, and exercise sound judgment within established guidelines; prepare and work within established operating budgets; operate a personal computer using various Windows—based application programs. SPECIAL REQUIREMENTS: Professional Certificates — Registration by the California Board of Recreational Personnel desirable. California Driver License — Must possess and maintain an applicable California Driver License and a driving record acceptable to the Authority's insurance carrier. EXPERIENCE AND EDUCATION GUIDELINES: Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Authority. A typical way to obtain the knowledge and abilities would be: Experience—Three (3) years of increasingly responsible demonstrated experience in social services delivery, recreational programs administration and management, or grant attainment and management. Must be computer literate. Purpose: To provide a method for identifying and classifying each position within the Housing Authority. II. Application: Except as otherwise provided herein or in applicable memoranda of understanding, these policies and procedures shall apply to all Housing Authority employees. III. Policy: It is the policy of the Authority that each position shall be classified based on the assigned duties and responsibilities in accordance with the classifications established by publication of classification specifications approved by the Executive Director. IV. Procedure: A. The Executive Director or the Human Resources/Training Officer, if so designated by the Executive Director, shall be responsible for the classification of all Authority positions in accordance with established Authority class specifications and shall be responsible for the maintenance of the classification system. 1. If the description of a new position does not substantially meet any of the existing class specifications, a new classification specification shall be prepared by the Executive Director or his/her designee and approved by the Board of Commissioners. 2. The classification title of a position shall be used in all official persormel and budget records and transactions. 3. The Executive Director shall maintain classification specifications of the Authority, and salary schedules for all positions. B. Classifications of the Authority shall be divided into Exempt and Non-Exempt classifications. 1. Exempt classifications shall include those classes that meet the Fair Labor Standards Act criteria for executive, professional, and administrative exemption from overtime regulations. 2.
