SUBJECT: Conveyance of Surplus Property by Redevelopment Agency to Contra Costa County
for Road Purposes, Contra Costa Centre Area
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommended Action:
A. DETERMINE certain real properties described in Exhibits "E-1" and "F-1" attached hereto,
acquired by the Contra Costa County Redevelopment Agency and required by Contra Costa
County for road purposes to be surplus and no longer necessary for redevelopment agency
purposes; and
B. APPROVE and AUTHORIZE the conveyance of said properties to Contra Costa County, pursuant
to Health & Safety Cotle Section 33430; and
C. AUTHORIZE the Redevelopment Director to execute a Grant Deed on behalf of the
Redevelopment Agency conveying said rights to the County; and
D. FIND that the project will not have a significant effect on the environment, and DETERMINE that
the project is exempt from the requirements of the California Environmental Quality Act as a Class
12 Categorical Exemption under County Guidelines and Section 15312 of the State CEQA
Guidelines, and
E. DETERMINE the activity to conform to the Contra Costa County General Plan and Contra Costa
Centre Area Specific Flan; and
F. DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk; and
G. DIRECT the Redevelopment Agency to arrange for payment of a $25.0 n Ing fee to the
County Clerk for filing.,

Fiscal Impact:
None. No General Fund revenues are involved. Redevelopment Agency funds (Fund
289301/Org 7885) will be used to process the conveyance of property.
Reasons for Recommendations and Background:

The subject property is,owned by the Redevelopment Agency and is currently landscaped as part of
the Walden Green. Th e Transit Village Development on the BART property requires Jones Road to
be realigned in order to access the reconfigured BART parking garage. The BART Transit Village
developers have a co ',dition of approval to mitigate for the loss of this small portion of the Walden
Green (DP#043099, Condition of Approval#17). Realignment of Jones Road requires approximately
10,403 sq. ft. from thel Redevelopment Agency owned property for right-of-way.
Consequences of Negative Action:
The Transit Oriented Development on the BART property at the Pleasant';Hill BART Station would
not move forward with adequate right-of-way for Jones Road.
