SUBJECT: APPROVE and'AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with
Interact Business Group Corporation to develop comprehensive plans for the development of the
First Responder Training Center to be submitted for consideration by the Local Reuse Authority
for the former Concord Naval Weapons Station.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION.
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee,to execute a contract with Interact Business
Group Corporation to develop comprehensive plans for the development of the First Responder Training Center
to be submitted for consideration by the Local Reuse Authority for the former Concord Naval Weapons Station
in an amount up to $55,500 forithe period of May 1, 2007 through July 31, 2007.
FINANCIAL IMPACT:
50% County; $27,750. 50% Special District; $27,750. 50% Sheriffs Office budget and 50% Contra Costa Fire
District budget.
BACKGROUND:
In early March of 2007, the Navy published the Notice of Surplus for the Concord Naval Weapons Station
(CNWS). The CNWS has been inactive for many years and this Notice of Surplus is a critical step for
conversion of the property to other uses. The Federal Property and Administrative Services Act governs the
disposal of federal real property when a federal agency no longer needs a property to carry out its mission. The
City of Concord, as the Local Reuse Authority(LRA), is required to satisfy certain federal requirements related
to Public Benefit Conveyances (PBC) in connection with planning the reuse of the inland portion of the CNWS.
Following the decision to close-the inland portion of CNWS, the Navy, as required by federal law, initiated a
process known as the federal screening process to identify Federal agencies that may have interest in the
property. Two Federal agencies submitted requests to transfer portions of the property. The U.S. Army and the
U.S. Coast Guard have requested 115 and 60 acres, respectively. The remainder of the property within the
inland portion of CNWS is being declared surplus and available property.
Within 30 days of the Navy's issuance of its Notice of Surplus, the City, as the LRA, is required to publish its
own Notice of Surplus property. This notice must announce the availability of surplus property and solicit
Notices of Interest (NOI) from state and local government agencies, eligible non-profit entities, homeless
providers and other parties interested in obtaining property for certain public purposes. PBC enables surplus
federal property for certain public purposes to be obtained at up to a 100% discount in the fair market value.
These entities must be provided a minimum of 90 days and a maximum of 180 days to submit a NOI
application.
NOI for PBC must include: (1)the name of the applicant and a description of the eligibility for the proposed
transfer; (2)the proposed use of the property, including a description of the buildings and property necessary to
carry out such proposed use; (3) time frame for occupation; and (4)the benefit to the community from such
proposed use, including the number of jobs the use would generate; and(5) a business plan for the proposed use
which identifies revenue sources and uses, demonstrating long term operational sustainability.

BACKGROUND CONTINUED:
.-The Sheriff s Office and Contra Costa Fire District have been discussing creation of a joint use training center
on the CNWS site. The City of(;oncord has reacted favorably to this proposed use. A business plan must be
developed in order to go forward with this project. Sheriff s Office staff has interviewed IBG, and determined
their expertise and background is specific to this type of business plan. They have developed many such plans
for public jurisdiction throughout the United States. The cost to retain this company is $50,000 and they have
agreed to work with us in the.tight time-frame required of this project. The cost will be shared equally between
the Sheriff s Office and Consolidated Fire.
CONSEQUENCES OF NEGATIVE ACTION:
The negative impact of not contracting for the work and submitting a business plan to the City of Concord will
be the failure of our joint effort'to obtain between 60 and 115 acres at a discount of up to 100% of market value
and the setback in the creation of a First Responder Training Center.
