Valentine, Director v oa _ _�:;;a Al"; : ms's C . p Employment and Human Services -� ST'4 COUTZ� DATE: May 1, 2007 County SUBJECT: Issuance of Request for Proposal (RFP) for the Parent Aide Services Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to issue Request for Proposal (RFP) for the Parent Aide Services Program in an amount not to exceed $856,800 for services to develop and implement a parent aide services program from September 1, 2007 through August 31, 2008. FISCAL IMPACT: $856,800 Budgeted 100% County CHILDREN'S IMPACT STATEMENT: The contract award(s) from the RFP will support all five of the community outcomes established in the Children's Report Card, 1) "Children Ready for and Succeeding in School", 2) "Children and Youth Healthy and Preparing for Productive Adulthood", 3) "Families that are Economically Self Sufficient", 4) "Families that are Safe, Stable and Nurturing", and, 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by assisting families in acquiring and understanding the necessities required for family stabilization. Parent aides are professionally trained individuals who provide crucial support to the Employment and Human Services Department (EHSD), Children and Family Services Bureau social workers for the areas of transportation and supervised parent visitation. The main goal of the parent aide services program is to provide supervision to parents during visits with their children placed out of the family home, insuring the safety of the child as well as the parent. Supervised visitation is court-ordered. Parent aides assist parents in building self-confidence, self esteem and coping skills by demonstrating and modeling appropriate parent/child intervention.
