RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20121A,AMENDING Position Adjustment Number 20121 to include the action of
REALLOCATING four(4)Mental Health Clinical Specialist-Unlicensed(VQ8A)positions at salary level QT21351,to Mental Health
Clinical Specialist(VQSB)at salary level QT21351.
FISCAL IMPACT:
Upon approval,there will be no annual or net County cost associated with this request.
BACKGROUND:
The Board of Supervisor's adopted Position Adjustment Resolution Number 20121 on March 13, 2007 which reallocated nine Mental
Health Clinical Specialist Unlicensed positions to Mental Health Clinical Specialist positions, however, four positions that should have
been included in Position Adjustment Resolution Number 20121 were overlooked. This board order includes the additional four
positions.

The original request was made because during the 2006 budget reductions many employees were displaced from the classification of
Mental Health Clinical Specialist. The classification is flexibly staffed but does not provide employees reversionary rights to the
classification of Mental Health Clinical Specialist-Unlicensed as they no longer meet the minimum qualifications. (i.e. individuals
occupying the classification of Mental Health Clinical Specialist-Unlicensed pursuing a Marriage and Family Therapist or Clinical Social
Worker license first obtain registration as an Intern and must complete a required number of working hours before they are eligible to
obtain their clinical license. Upon completion of the required hours,the Intern's registration expires with the issuance of the license and
therefore employees flexibly upgraded to the licensed classification no longer meet the minimum qualifications of the unlicensed
classification.)
During negotiations with Local I, the department agreed to submit this P300 in order to prevent this situation from occurring during
future reductions should they take place.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted,the Mental Health Division will continue to utilize both classifications of Mental Health Clinical
Specialist and Mental Health Clinical Specialist-Unlicensed to provide services to mental health clients, however, employees in the
licensed classification will not have reversionary rights to the unlicensed classification and may be impacted should future reductions
take place.
