Code, § 8630) The Board of Supervisors of Contra Costa County RESOLVES as follows: Section 42-2.802 of the County Ordinance Code empowers the Administrator of Emergency Services (County Administrator) to proclaim the existence or threatened existence of a local emergency when the County-is affected or likely-to be affected by a public calamity. The Board of Supervisors does hereby find: Conditions of extreme peril to the safety of persons and property have arisen within the County, caused by the failure of the I-580 Eastbound Connector from the San Francisco Bay Bridue to I-1-)80 and State Highway 24, I thereby causing a lengthy and massive disruption of traffic, including County citizens commuting to and from work and the movement of commerce on that I route, the extraordinary wear and tear on County roads that will be required to be used as alternative routes, and the significant additional cost to the County in overtime for County employees utilized to ensure public safety, commencing on or about -5:45 a .m. on April 29, 2007, at which time the Board of Supervisors was not in session: These conditions of extreme peril to the safety of persons and property warranted and necessitated the proclamation of the existence of a local emergency, The County:administrator proclaimed a local emergency within the County on April 29, 2007, after conferring, with one or more members of this Board. NOW. THEREFORE, IT IS HEREBY RESOLVED that the proclamation of local emergency, as issued by the County Administrator, is ratified by this Board, and i i IT IS FURTHER PROCLAIMED that the local emerQencv shall be deemed to continue to exist until its termination is proclaimed by this Board, subject to this Board's reviewing the need for continuing this proclamation of local i emerQency at least every 14 days. I Dated.: Bv: � ++ T u en_Count°Administrator County of Contra Costa i I i i i I i i DRAFT ADDS\-DUM Mav 1. 2007 SD.4.5 Proclamation of Local Emergency By unanimous rote, with all Supervisors present; the Urgency item to adopt Resolution No. 2007/270 to ratite-the Count-Admistrator's Proclamation of Local Emergency was added as SD.4.5 to the a_senda. Captain Donn- Gordon, Sheriff Office of Emergency Services presented the report to the Board outlining the actions taken(PowerPoint presentation attached) following the failure of the Eastbound I-580 connector to I-80 on April 29, 2007 (area commonly known as the McArthur daze). Also in attendance were Lt. Jeff Hebel and Chris Boyer of the Sheriff s Department. Captain Gordon said that following the incident, California Governor Arnold Schwarzenegger proclaimed a state of disaster, and requested local emergency proclamations by Alameda, Contra Costa, and San Francisico operational areas. A quorum of the Board of Supervisors not being possible, Counts- � Administrator John Cullen, as empowered by Section 42.2802 of the County Ordinance Code, declared a State of Emergency, and the Regional Emergency Operation Center was activated. i Captain Gordon also noted that public transit agencies offered free rides on Monday. The agencies, including Bay Area Rapid Transit District (BART), bus line and ferry services, will increase capacity to accommodate more passengers for as lona as required. , I Supervisor Gioia inquired as to -whether the County or cities would be entitled to reimbursement for ! additional wear and tear on the alternate roadways drivers would likely reroute onto; particularly in respect to changes in the re-routing of heavy-truck traffic_ said he believed that all justifiable expenses incurred by the affected areas as a result of the emergency event would be reimbursable. I Supervisor I:ilkema requested that the impacted cities in conjuction with the County, including the city managers, be updated to be advised of what criteria they should use to begin documentation for possible reimbursement. , I Captain Gordon noted that a letter regarding all issues surrounding the matter had been faxed that morning to the police chiefs, and added that staff would be also be meeting with Public Works following the Board meeting this day. Chair Piepho suggested it may be more appropriate that further information come to the County Administrator's Office and Public Works, since the matter involves roads and infrastucture as opposed to public safety.
