Accept the report from the Mental Health Director; Donna M. Wigand, LCSW, on the
status of implementing Proposition 63. the Mental Health Services Act.

BACKGROUND/REASON(S) FOR RECOMMENDATION:
In November 2004, California voters approved Proposition 63, the Mental Health
Services Act (MHSA) which is intended to "transform the public mental health system."
The MHSA consists of several components that are being rolled out over time by the
State Department of Mental (DMH) with the goal of creating a better range of mental j
health services and supports in California's public mental health system. The I
components include Community Planning, Community Services and Supports. Capital
and information Technology, Housing, Workforce Education and Training, Prevention
and Early Intervention, and Innovation.

The Community Services & Supports component of the MHSA is the first major infusion I
of funding into the public mental health system. Following a lengthy community planning
orocess in 2005, Contra Costa Mental Health submitted its Three-Year Community
services & Supports plan to the Board of Supervisors for approval on December 20,
2005. The plan was then submitted to the State Department of Mental Health, and the !
plan was approved in June 2006 with final budget approval in September 2006.
• Four Requests for Proposals (RFPs) were issued between August and
September 2006 for new Children's, Transition-Age Youth and Adult Programs.
A fourth RFP for supportive housing projects was issued jointly with the
Community Development Department. i
• Contracts have been negotiated and are in the process of being awarded by the
Board of Supervisors. New children's services in Far East County will be
operated by Familias Unidas in collaboration with Asian Pacific Psychological
Services; new services for transition age youth will be operated by Fred Finch
Youth Center in collaboration with the Greater Richmond Interfaith Program and
the Latina Center; and new services for adults will be operated by Rubicon
Programs. Inc., in collaboration with Familias Unidas, Asian Pacific Psychological
Services. Anka Behavioral Healthcare and Mental Health Consumer Concerns.

• The Older Adults program is scheduled to roll out in late 2007. Changes to our i
original plan are currently in discussion by the Older Adults Stakeholder
Workgroup.
• 27 new county positions were created in October 2006 and are in the process of
being filled.
Over the next six months. DMH will be rolling out guidelines and funding allocations for !
the next components of the MHSA including:
• Workforce Education & Training I
• MHSA Housing Program
• Prevention and Early Intervention

On this dad the Board considered accepting report from the Health Services Department on the status of
implementing Proposition 63. the Mental Health Services Act (MHSA). �

Mental -Health Division Director. Donna Wiaand. and Kimberl Maver. Project Manager. dental Health. gave a
brief outline of the approved Proposition 63. the dental Health Services Act (tiiHS A). She told the Board
funding would be received over the next two rears from the State Department of dental Health for MHSA for-
• Workforce Education and Training.
• MHSA Housing Proaram.
• Capital Facilities Information Technology.
• Prevention and Early Intervention. and
• Innovation (the ot.h one that competes it-ith other countics)
Supervisor Piepho requested staff to work with County Administrator. John Cullen and Health Services
Director. Dr. William Walker in trine to advocate recommendations for the Count-to receive these funds in a
timely manner.
Supervisor is ilkema said she would like to explore with her constituents an outreach opportunity on suicide
prevention for seniors and requested staff to return with a synopsis of xxhat the Board should look at.

The Chair asked for public opinion and the following person spoke:
• Roland Katz, Public Employees inion. Local 1 said the money was not enough to meet the needs of
mental health: and
• Ralph Hoffman. resident of Danville said he represents the CaliforniaNetwork of Mental Health
Consumers (C\11HC) and as a consumer he has not received distribution of funds for Proposition 6
money. About suicide he agrees this is a serious problem with seniors and the responders are the Police
and the ambulance.
By an unanimous rote with all Supervisors present. the Board of Supervisors took the following action:
