FISCAL IMPACT: No fiscal impact. I BACKGROUND: On February 7, 2007 the Ad Hoc Committee on Violence Prevention was presented a report on j "Transforming the System: Integrating Services to Protect Children Exposed to Domestic Violence`-. The committee then recommended that the report be presented to the full board. I The Safe and Bright Futures project of the Zero Tolerance for Domestic Violence Initiative of Contra Costa County has been working since 2004 to develop a system-wide approach to better serve the needs o' children impacted by domestic violence. With a planning grant from the Federal Department of Health and Human Services, over 20 public and private agencies and 200 community members participated in an extensive community assessment, education and training, and community planning. I I Gloria Sandoval.Director of STAN-D' Against Domestic Violence, and Cheri Pies. Health Services Department.presented a PowerPoint entitled"Transforming the Svstem: Integrating Services to Protect Children exposed to Domestic Violence' [attached]. Ms. Sandoval said that x:ith a planning grant from the Federal Department of Health and Human Services. over-2 0 Fublic and private agencies and '300 communite members have participated in an extensive assessment. education. training. and communit-,-planning. i Supervisor t ilkema suggested children be included with their mothers as a dual referral so that � once the doctors are aware they have a potential victim on their hands. the child can be flagged even though he or she is not technically in the system. Supervisor Gioia said domestic violence is not a"stand alone"program and expressed the need to incorporate the program and work with cities in becoming partners in Zero Tolerance. Supervisor Glover stressed it is important to share resources to get the best results possible. The Board asked for public comment and the following people spoke: I • Ralph Hoffman. resident of Danville, said he is a supporter of ST A\-D and stated domestic violence involves all apes of violence including verbal abuse: and I • Mr. John Tones. First 5 Commissioner. said he supports the Domestic Violence program and hopes this program will educate children exposed to Domestic Violence.
