SUBJECT: AUTHORIZATION TO EXECUTE AGREEMENT WITH FAMILY STRESS
CENTER FOR COMMUNITY SERVICES BLOCK GRANT PROGRAM

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute a contract with Family Stress Center to provide Community Services Block
Grant services via the Proud Fathers program for $25,000 for the period June 1, 2007
through December 31, 2007. (No County Match) (All Districts)
FISCAL IMPACT:
No net County cost. Funds for this contract are included in the Dep rtment's FY 2006-
07 budget and the FY 2007-08 budget.

Family Stress/Proud Fathers program May 15, 2007
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports two of Contra Costa County's community outcomes:
"Children Ready for and Succeeding in School" and "Families that are Safe, Stable, and
Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The Community Services Block Grant (CSBG) program is operated by the
Community Services Bureau of the Employment & Human Services
Department. The Economic Opportunity Council (EOC) is an advisory body
for this program. In March 2007 the Department and EOC conducted a
Request for Proposal (RFP) process to identify potential contractors to assist
the department in carrying out the Community Action Plan goals for FY 2007.
The Family Stress Center's Proud Fathers program was a successful bidder
in the RFP. This proposed agreement will provide funds for up to 25
economically disadvantaged fathers to have intensive case management
services which will include parenting and employment skills enhancement.
This program meets the overall goals of the Community Action Program,
which are to assist individuals and families to economic self-sufficiency.
