SUBJECT: AUTHORIZE THE COMMUNITY DEVELOPMENT DIRECTOR TO APPLY FOR ALL
AVAILABLE USED OIL RECYCLING AND HOUSEHOLD HAZARDOUS WASTE GRANTS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ADOPT Resolution 2007/which authorizes the Community Development Director,
or his designee, to execute all grant documents necessary to secure grant funds and
implement approved grant project(s) for all available grants under the California Oil
Recycling Enhancement Act and all available Household Hazardous Waste Grants
through Fiscal Year (FY) 2011/2012.
FISCAL IMPACT
No impact to the County General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The California Integrated Waste Management Board (CIWMB) offers grant funding to
local jurisdictions to establish and maintain used oil recycling collection programs and
household hazardous waste programs. The Used Oil Recycling Block Grants (UOBG)
are not competitive, local governments are only required to submit a completed
application and meet the eligibility requirements to receive a grant. The funding
amounts available to each jurisdiction are based on their population. The City of
Oakley has authorized the County to continue to administer regional used oil collection
programs using their UOBG funds. The block grant for Contra Costa County and
the City of Oakley for the 2006/2007 cycle is estimated to be $48,722 (for used oil
and used oil filters). Most of the other grants under the California Oil Recycling
Enhancement Act and Household Hazardous Waste Grants are competitive and
whether funding is granted and the specific funding amounts are determined by the
California Integrated Waste Management Board on a case-by-case basis, based on the
grant applications received in that grant cycle.

The Board of Supervisors of Contra Costa County RESOLVES that:
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides grant funds to eligible cities and counties for
establishing and maintaining local used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Eastin, Statutes of 1993, Chapter 656) that provides grants to local governments to establish
and implement waste diversion and separation programs to prevent disposal of hazardous
waste, including household hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for administering these grant programs, which includes procedures governing the
application by and payment to eligible cities and counties; and
WHEREAS, Contra Costa County desires to join with participating city(ies) in the
implementation of a regional countywide coordination program for universal waste; and
WHEREAS, Contra Costa County desires to be the applicant and lead jurisdiction for
Used Oil Recycling Block Grant, Fiscal Year 2007/2008 on behalf of itself and the City of
Oakley; and
WHEREAS, if awarded, the applicant will enter into grant agreement(s) with the
California Integrated Waste Management Board for implementation of said grant(s);
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors authorizes the submittal of individual and/or regional grant application(s), on behalf
of itself and participating city(ies), to the California Integrated Waste Management Board for all
available grants under the California Oil Recycling Enhancement Act and all available
Household Hazardous Waste Grants for the period of May 22, 2007 through May 22, 2012.
BE IT FURTHER RESOLVED that the Community Development Director of Contra
Costa County, or his designee, is hereby authorized and empowered to execute in the name of
Contra Costa County and on behalf of the participating jurisdictions, all grant documents
necessary to secure grant funds and implement the approved grant project(s).
