HomeMy WebLinkAboutMINUTES - 05152007 - C.38 TO: BOARD OF SUPERVISORS �� = Contra FROM: William Walker, M.D.,Health Services Director Costa By: Jacqueline Pigg, Contracts Administrator DATE: May 3,2007 >a ae�� County SUBJECT: Approval of Standard Agreement#28-764 with the State Department of Mental Health SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND]USTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the County, Standard Agreement #28-764 (05-75507-000) with the State Department of Mental Health, to pay the County, an amount not to exceed $21,044,873, for the development, implementation and performance reporting of the Proposition 63, Mental Health Services Act (MHSA) - Community Services and Supports (CCS) component, for the period from July 1, 2006 through June 30, 2008. The County is agreeing to indemnify and hold the State harmless for claims arising out of the County's performance under the Contract. FISCAL IMPACT: Approval of this Agreement may result in $21,044,873 from the State Department of Mental Health. No County match is required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): In November 2004, California voters approved Proposition 63, the Mental Health Services Act (MHSA) of which was intended to "transform the public mental health system". The MHSA consist of six components that are being rolled out over time by the State Department of Mental (DMH) with the goal of creating a better program of mental health services and supports in California's public mental health systems, such as Community Planning, Community Services and Supports, Capital and Information Technology Education and Training Prevention and Early Intervention and Innovation. This is a State mandated program under the Welfare & Institutions Codes. The guidelines also required counties to use a complex logic model that looks at community issues resulting from a lack of untreated mental illness and prioritize the most unserved and underserved consumers and family members. Approval of Standard Agreement #28-764 will provide funding to increase personnel and other resources to support county mental health programs and to monitor progress towards statewide goals for serving children, transition age youth, adults, older adults and families with mental health needs through June 30, 2008. Three certified sealed copies of the Board Order should be returned to the Contracts and Grants Unit.
