FISCAL IMPACT: Upon approval the total fiscal impact of this request is $221,100. This amount will be 100% offset from the Employment and Human Services Department. BACKGROUND: The Human Resources Department has undertaken a comprehensive study of its structure and the role each classification plays, in providing benefits administration, compensation, classification, and recruitment services to County departments. These positions are exclusive to the Human Resources Department because they will act as business partners to all County departments. Staff reviewed several personnel services and benefits administration models and job specifications within the Bay Area counties. A salary survey was also conducted to determine the market-based salary level for the restructured Human Resources positions. The study shows that the classifications of Human Resources Consultant and Senior Human Resources Consultant are appropriate for this reorganization, and are in line with best practices in leading organizations/corporations. This new County Human Resources Department model will also provide dedicated compensation, classification and recruitment services to high-level needs or larger departments with increased HR activity. Having an HR Consultant solely dedicated to one department will reduce the time needed to process human resources functions such as P300's, classification .and compensation studies, desk audits, recruitments and certifications. A Human Resources Technician position is also being requested and will work directly with the Senior Human Resource Consultant to provide dedicated services to operating departments. This will allow operating departments to fill their open positions and process personnel transactions more quickly and efficiently. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve the Human Resources Department reorganization by restructuring the Human Resources Analyst positions will jeopardize the County's ability to successfully and efficiently recruit and retain qualified employees, and to process personnel actions in a timely manner.
