RECOMMENDATION:
APPOINT the following individual to the County Appointee 2 seat on the Developmental
Disabilities Area Board 5 to a term ending December 31, 2008:

BACKGROUND:
The Developmental Disabilities Area Board (DDAB) 5 was established pursuant to the
Welfare and Institutions Code to protect and advocate the rights of persons with
developmental disabilities, coordinate services on a regional basis for them, and prioritize
their service needs for inclusion in the State budget. The DDAB is a regional body with two
representatives appointed by each the counties of Alameda, Contra Costa, San Francisco,
and Marin, and five representatives appointed by the Governor, for a total of 15 seats. Terms
are for three years. The Internal Operations Committee reviews nominations for appointment
to both Contra Costa County seats. The DDAB reports to the State Developmental
Disabilities Council.
The Internal Operations Committee, at its May 7 meeting, approved Ms. Perl's nomination for
appointment.

The Developmental Disabilities Council of Contra Costa County is writing to submit the nomination of
Pam Perls to fill the vacancy of Steven Dale's position on the Developmental Disabilities Area Board
5. Mr. Dale's term expired on December 31, 2006. Ms. Perls appointment was unanimously
endorsed at the January 2007 Contra Costa County Developmental Disabilities Council's Board of
Director's meeting.
Ms. Perls has a daughter with a developmental disability and has served on the Developmental
Disabilities Council for several years. She is active on the transition and legislative committees, and
also an attorney.
