RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director,or designee,to grant a reduction in the traffic mitigation
fee for the South County Area of Benefit Fee, Tri-Valley Transportation Fee, Southern Contra Costa County Sub-
Regional Fee, and Southern Contra Costa County Regional Fee for the senior housing project of the Alamo Creek
Subdivision (SUB 8381) developed by Shapell Homes, Danville area. (South County AOB Fund No. 0642, Tri-
Valley Transportation Fee Fund No. 8288, Southern Contra Costa Sub-Regional Fee Fund No. 8214, Southern
Contra Costa Regional Fee Fund No. 8215) (District TII)
FISCAL IMPACT:
There will be no impact to the General Funds. There will be a reduction in the traffic mitigation fees collected for
the South County Area of Benefit Fee,Tri-Valley Transportation Fee,Southern Contra Costa County Sub-Regional
Fee, and Southern Contra Costa County Regional Fee if the reduction is granted.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Shapell Homes requested the reduction in the applicable traffic mitigation fees for the senior housing project
portion of the Alamo Creek Subdivision. According to Section VII of Ordinance No.96-27(South County Area of
Benefit), Section VI of Ordinance No. 98-35(Tri-Valley Transportation Fee),and Section VI of Ordinance No. 96-
26 (Southern Contra Costa Sub-Regional Fee and Southern Contra Costa Regional Fee),the Board of Supervisors
have the discretion to adjust the traffic mitigation fees collected for senior housing.
Upon decision by the Board of Supervisors, the applicable traffic mitigation fees due will be determined prior to
issuance of any building permit,and will be calculated based on the latest version of the Institute of Transportation
Engineering Trip Generation Manual and the trip generation analysis submitted by Shapell Homes to Public Works
for review and approval.
CONSEQUENCES OF NEGATIVE ACTION:
If the fee reduction request is not approved,Shapell Homes will be charged the current applicable traffic mitigation
fee for the proposed senior housing project.

Re: Traffic Impact Fee Analysis for the Alamo Creek Senior Apartment Complex
Dear Marshall:
This letter report presents the results of a traffic impact fee analysis that was conducted for the proposed 120-
unit senior apartment development in Alamo Creek.The purpose of the analysis was to determine the
appropriate traffic impact fees consistent with the Contra Costa County Ordinances that are applicable to the
Alamo Creek senior apartment project.
Based on our review of the ordinances,it is our understanding that the Alamo Creek development is required to
pay impact fees to several"Areas of Benefit"(AOB).Table 1 below shows the AOB's relevant to Alamo
Creek,the ordinance number and the applicable impact fees.

The applicable impact fees for senior apartments would fall under the"other"land use category and,according
to all ordinances,should be calculated based on the number of(PM)peak-hour trips that the development is
expected to generate.Although the ITE Trip Generation Manual contains (limited)peak-hour traffic generation
data for senior adult housing,we are of the opinion that local senior housing facilities would provide more
accurate traffic generation characteristics.Therefore,a trip generation survey was conducted at similar senior
housing facilities in the region.Three sites were surveyed:
1. Sycamore Place,a 72-unit low income senior apartment complex in Danville,
2. The Gardens,a 172-unit senior apartment complex in Pleasanton,and
3. Le Mirador,a 140-unit senior housing development in San Jose.
The survey data showed a high degree of consistency between the surveyed sites.The PM peak-hour rate varied
from 0.20 to 0.26 trips per unit.The average surveyed rate was 0.22 trips per unit.Table 2 presents a summary
of the survey results.

The average rate of 0.22 trips per unit was used to calculate the various traffic impact fees for the Alamo Creek
senior apartment project.The resulting individual impact fees are shown in Table 3.

Based on the rate of 0.22 PM peak-hour vehicle trips per unit,the impact fee for the entire senior apartment
complex would be almost$160,000 or about$1,330 per unit.
