REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The State Office of Criminal Justice Planning/Office of Emergency Services has funded the Contra Costa's
Victim/Witness Assistance Center since the early 1980's. In 1986,responsibility for the program was transferred via
Board of Supervisors resolution from the District Attorney to the County Probation Officer and the County
Probation Officer operated the program until 2004. On June 22, 2004, the Board of Supervisors designated the
District Attorney as the provider of comprehensive victim and witness services for Contra Costa County, effective
July 1, 2004. Fiscal Year 2007/08 is the fourth year that the District Attorney is applying for the State Office of
Emergency Services funds available to support the cost of the Contra Costa's Victim/Witness Assistance Program.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the recommendation will result in the inability of the District Attorney to apply for the
Federal/State funds available through the OES to support victim/witness assistance services in Contra Costa County.
