FISCAL IMPACT: The annual cost for this action is $231,864 and 100% funding will be received by State and Federal Medi-Cal funding sources. BACKGROUND: The Employment and Human Services Department has requested to add two (2) Social Service Appeals Officer positions in an effort to the provide adequate staffing to the Appeals Unit. The department has received a significant increase of requests for state hearings over the last 18 months on suspension, non-receipt, reduction or termination of Medi-Cal Program benefits. Numerous notices are sent to clients regarding the action(s) issued and the clients are routinely requesting hearings by the Appeals Unit to review the action(s) issued and advise them on the appropriateness of the action(s). Reports from Bay Area County Appeals Units indicate that in order to adequately review cases and meet state mandates, Appeals Officers are assigned on average a caseload of 15-20 appeals. Contra Costa's stats over the last year indicated that Social Service Appeals Officers have averaged 68 appeals each month, resulting in hearing date delays. The department does not have appropriate staffing levels in place to comply with state laws that require Social Service Appeals Officers review and resolve appealed actions at the lowest administrative level possible, to avoid unnecessary state hearings. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the department will not be able to adequately review cases, provide service to clients and meet state mandates.
