RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20243 to cancel one (1) vacant full-time Clerical
Supervisor (REPRESENTED) position and add one (1) full-time Eligibility Work Supervisor I
(REPRESENTED) position in'N'the Employment and Human Services Department.
FISCAL IMPACT:
The total annual cost associated with this action is $22,156. This action is 100% funded by State
and Federal sources.
BACKGROUND:
The Clerical Supervisor position has been vacant since July 1, 2006-and the duties of this position
have been absorbed by other Clerical Supervisors.
The Eligibility Work Supervisor will be responsible for the increased workload in the Hercules office.
Currently, the Hercules office has one Eligibility Work Supervisor providing supervisory oversight to
two Intake units. Since February 2006, the workload has continued to increase and the Department
had to institute a reduction in case review for the current supervisor. As a result, 256/o of the
caseloads do not receive the" required supervisory review resulting in an increase in error rate of the
CalWorks and Food Stamp programs.
It is necessary to add an additional Eligibility Work Supervisor to assist with the supervisory oversight
of Intake staff and case review in the CalWorks and Food Stamps programs.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the department will not be able to provide adequate supervisory
oversight of staff to ensure timely service delivery to welfare participants in the Hercules off
