RECOMMENDATION
Introduce Ordinance No. 2007-20 to exempt from the Merit System the classification of Director of the Office of Children
Services-Exempt in the County Administrator's Office,waive reading, and fix April 10, 2007 for adoption.
FISCAL IMPACT
None
BACKGROUND
The Director of the Office of Children Services is a single position classification responsible for monitoring the range of
children's services including revenue enhancement strategies, coordination and integration of County and contracted
services; conduct strategic planning regarding children services programs; and evaluating department performance
measures and outcomes. Since this classification is a high-echelon position within the County Administrator's Office,
responsible for determining and advocating substantive program policy, the classification should be exempt. County
Counsel has amended the Ordinance as required for exempting this position, pending Board approval.
RESULT OF NEGATIVE ACTION
If this action is not approved, the County Administrator will not be able to ensure maximum responsiveness of this high-
echelon classification. Furthermore, the flexibility in filling this highly important position will be significantly
compromised.

ORDINANCE NO. 2007- 20
(Excluding director of the office of children services-exempt from the merit system.)
The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance Code):
SECTION 1: Section 33-5.307 of the County Ordinance Code is amended to exclude from
the merit system the class of director of the office of children services-exempt, to read:
33-5.307 County administrator.
(a) The county administrator is excluded and is appointed by the board of
supervisors.
(b) The following positions in the county administrator's office are excluded and are
appointed by the county administrator: chief assistant county administrator; assistant
county administrator; assistant county administrator-director of human resources;
manager capital facilities and debt management-exempt; executive assistant to the
county administrator-exempt; chief public communications officer-exempt, and
director of the office of children services-exempt. (Ords. 2007-20 §1, 2007-02 §1,
