REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of this project is to install pedestrian facilities in order to close the gap in the sidewalk between the community of Rodeo and the City of Hercules. Since there is currently no standard sidewalk, pedestrians share the road shoulder with bicyclists. Construction of the pedestrian facilities will provide residents with an uninterrupted sidewalk to access commercial and business centers in the area. The project is located on San Pablo Avenue between Victoria Crescent and 7th Street,in the unincorporated portion of Rodeo,West Contra Costa County area. The project consists of excavating existing roadway and substandard sidewalk, installing new sidewalks(approx. S feet wide by 1,000 feet long),curb, gutter, curb ramps compliant with the Americans with Disabilities Act(ADA), and removing and replacing a retaining wall, adjusting utilities, road signs, manholes, drainage inlets, shrubbery and tree removal, conforming driveways, backfilling and grading to conform, and re-striping the road. Construction activities will be located on the west side portion of Parker Avenue and the northwest side of San Pablo Avenue. Limited tree removal is necessary to accommodate installation of the sidewalk and retaining wall. Approximately six non-native trees ranging in size from 3"dbh to 10"dbh may have to be removed. One lane will remain open at all times during construction. Utility and real property transactions, including right-of-way acquisition may be necessary in support of this project. . A portion of the project is within the City of Hercules. General Plan Conformance will be necessary from the City of Hercules. The project consists of construction and location of limited small new structures, including street improvements of reasonable length to serve such construction, pursuant to section 15303 of CEQA. The project will not result in the removal of any scenic resource. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. Construction activities will be located on the west side portion of Parker Avenue and the northwest side of San Pablo Avenue(Figs 1-3) An existing retaining wall, adjacent to a portion of hillside will be removed and replaced with anew retaining wall(approx. 10 ft. in height by 300 ft, in length) to create enough space for the appropriately sized sidewalk. Minor grading of the hillside will be necessary to accommodate the new retaining wall and sidewalk. Also, approximately 100 feet west of the intersection,an embankment will be constructed to allow for the installation of the sidewalk, therefore heavy foliage will be trimmed.
