RECOMMENDATION
Adopt Resolution Declaring May as Foster Parent Appreciation Month.
FINANCIAL IMPACT None.
CHILDREN'S IMPACT STATEMENT
This action will affect all five of the Outcome Indicators: 1) Children ready for and succeeding in school;
2) Children and youth healthy and preparing for productive adulthood; 3) Families that are economically
self-sufficient; 4) Families that are safe, stable and nurturing; and 5) Communities that are safe and
provide a high quality of life.
BACKGROUND
May is designated as Foster Parent Appreciation Month. Every year, the Board of Supervisors is
requested to adopt a Resolution honoring Contra Costa's foster parents with updated information on
how many citizens serve in this vital role to the children who are in need of out-of-home placement in
our communities.
In addition, every year in May, our department hosts a luncheon to honor our foster parents both in
recognition of and thankful appreciation for their service.

AS FOSTER PARENT RECOGNITION MONTH
IN CONTRA COSTA COUNTY
WHEREAS, the American family, serving as the primary source of love, identity, self-esteem, and
support,is the very foundation of our communities and our nation; and
WHEREAS, there are currently 1,800 children in,foster care in Contra Costa County being provided
with a safe, secure, and stable home;,and
WHEREAS, foster families open their hones and hearts to children and youth whose families are in
crisis, and playa vital iole,.lielping children and families to heal and reunify; and
WHEREAS, foster parents participate in Icebreaker`:meetings with birth parents at the earliest
opportunity in order" to promote cooperation and goal=setting so farnilies;can reunify at the
earliest appropriate tune; aiid
WHEREAS; there are foster parents participating in the Heritage and Specialized Placement programs
who:are specifically`dedicated to taking care of special needs infants"and youth to ensure that
their particular health or mental Health issues are;addressed,;and
WHEREAS, Contra Costa County is fortunate to have over 4351,caretakets = foster parents, adoptive
parents, and„concurrent planning foster parent,.homes who, in conjunctt6n. with=community
partners, relatives;;mentors, advocates and social ,workers are'a”vital'team of "partners in
permanency" working to establish life long connections;for children and youth%,by preparing
theti :to return hone, to live w>th another family, or offering permanency by adopting them; and
WHEREAS; these "partners"in permanency -,work together to-ensure, that no child ox youth leaves
foster:carep
:without a ermanent connection to a nurturingadult;and
WHEREAS, many dedicated foster-.families adopt foster children, dee>easmg;the number of available
foster homes and irlcreas"ngtlie,need for mote foster famihes,.and
WHEREAS, many caring foster families, caring individuals and community-based organizations work

year round on behalf of our County's most vulnerable children and youth.
