Sterling Associates; Buchanan Field Airport, Pacheco Area (District IV). SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the Director of Airports,or designee,to terminate the Consulting Services Agreement with Franklin M. Sterling Associates H. FINANCIAL IMPACT: There is no negative impact on the General Fund. The total contract cost for the Security System Planning and Design is $216,430, of which $11,904 (5.5%) is from the Airport Enterprise Fund, $9,739 from CALTRANS (4:5%), and $194,787 (90%) is funded by a'Federal Aviation Administration (FAA) grant. Reasons for Recommendations and Background: On June 1, 2005, Contra Costa Airports executed a Consulting Services Agreement with Franklin M. Sterling Associates for the design and planning work for a security upgrade for Buchanan Field Airport. The project was broken down into four (4) phases, with an option for an additional three (3) construction management phases Contra Costa Airports will terminate Franklin M. Sterling Associates' Consulting Services Agreement. Airport staff feels this is necessary due to the fact that Franklin M. Sterling Associates has repeatedly failed to timely meet deadlines for completion of work set forth in the Scope of Work. The contract provides that the County may terminate the agreement at any time whether or not the consultant has defaulted under the agreement. IV.
