SUBJECT: KAISER; PERMANENTS SERVICES IN MARTINEZ
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
ADOPT Resolution No. 200700 urging Kaiser Permanente to maintain current health care
services at its Martinez facilities, and DIRECT the Clerk of the Board to transmit the resolution to
Kaiser Permanente upon adoption.
BACKGROUND
The City of Martinez has expressed concern about Kaiser's recent announcement of plans to
shift vital services such as minor injury and urgent care from Martinez to Antioch to meet the
growing population in East County. The elimination of such essential health care services from
the Martinez campus will place an undue hardship on the many members, particularly senior
citizens who receive their medical care at that facility and would be forced to travel long distances
for their basic medical needs.
The Martinez City Council has requested the Board of Supervisors to adopt a resolution urging
Kaiser to maintain services in Martinez even as it expands services in Antioch.

WHEREAS, Kaiser Permanente has announced plans to eliminate certain vital services at its Martinez facility
which provides medical care to a large number of residents in Contra Costa County; and
WHEREAS, the elimination of any services will create undue hardship for patients who use the Martinez facility,
particularly senior citizens, requiring them to travel long distances to obtain basic medical care; and
WHEREAS, since the opening of the Martinez facility in 1976, Kaiser has been and continues to be an
important member of the community and has benefited from a long tradition of support from employees and
citizens, many of whom have been members for decades; and
WHEREAS, providing quality medical facilities to address the needs of the growing population in East
County is vitally important, but should not be accomplished through a diminution of services to loyal Kaiser
members residing in other Contra Costa communities.
NOW, THERFORE, BE IT RESOLVED, that the Board of Supervisors strongly urges Kaiser Permanente to
continue meeting the needs of its patients at the Martinez facility by continuing to provide all existing services;
and
BE IT FURTHER RE:AOLVED, that the Board of Supervisors supports Kaiser in providing quality medical
facilities to meet the needs of members in East County in that region and in other parts of Contra Costa
County.

Dear M ullen:
I am writing on behalf of the City Council of the City of Martinez to ask for your support in
urging Kaiser Permanente to adequately address the needs of its patients throughout the County
without cutting services in Martinez.
We are concerned about Kaiser's recent announcement of plans to shift vital services such as
minor injury and urgent care from Martinez to Antioch. We understand and support the need for
quality medical facilities in East County to meet the demands of the growing population there,
but Kaiser should address that need without diminishing services here. The elimination of such
essential health care services from the Martinez campus will place an undue hardship on the
many members, particularly senior citizens, who receive their medical care at that facility and
would be forced to travel long distances for basic medical needs.
Kaiser has been an important member of the community since it opened its Martinez facility in
1976, and has benefited from a long tradition of support from our employees and our citizens
throughout the area, many of whom have been members of Kaiser for decades.
At its meeting on February 21, 2007, the Martinez City Council adopted a resolution urging
Kaiser Periiianente to continue existing services at its Martinez facility. .1 have also appointed a
Council committee to meet with leaders of Kaiser to share our concerns. I hope your board will
consider-passing a resolution such as the one attached.to let Kaiser know how important this
issue is to your agency and your community.
I appreciate your consideration and support in addressing this matter of vital importance to many
of our citizens.
