GLOVER SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Resolution No. 2007/Alendorsing community forums in East County to be hosted by California State University East Bay faculty members and sponsored by the District V Supervisor's Office. FISCAL IMPACT: The cost of the forums will be funded with Keller Canyon Mitigation funds and will have no impact on the County General Fund. BACKGROUND: Eastern Contra Costa County, consisting of the cities of Antioch, Brentwood, Oakley and , Pittsburg and the unincorporated communities of Bay Point, Bethel Island, Byron, Discovery Bay and Knightsen, has been one of the fastest growing regions in the Bay Area and in the State of California. ABSENT: ABSTAIN: ATTESTED O JOHN CULLEN,CLE OF THE OARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY PERVI0 DEPUTY The area has been transformed over the last two decades from small towns and rural communities to become a model of suburban sprawl with new housing developments and shopping centers taking the place of the orchards, fields and hills that used to dominate the landscape. The rapid growth experienced by the area has brought new homes, new residents and new problems as cultures and interests often clash. The infrastructure to serve the influx of new residents has been inadequate causing crowding in schools, overextended police forces, long commutes, traffic congestion and inadequate school and city staff trained in dealing with a more diverse community. For the past decade, Highway 4, the main entry-exit route for East County, has been a source of frustration for commuters because its four lanes of traffic have been unable to accommodate the thousands of commuters using the roadway. In 2004, opposition from three East County cities effectively halted the Shaping Our Future Planning initiative utilizing the principles of"smart growth" as endorsed by the County and the other 16 cities in Contra Costa County. In 2005, the region had three initiatives altering the"County-wide Urban Limit Line. The Pittsburg and Antioch measures were approved by the local voters, expanding their city boundaries while the Brentwood measure was turned down. During this same period of unrestricted growth, there has been a general increase in violent crime giving rise to the perception that the nature of the criminal activity has escalated in severity and number, particularly among the young people. Since the start of 2007, there have been four minors wounded by gunfire in Antioch, two of the incidents were fatal. In January of 2007, a home invasion occurred in Pittsburg wherein one of the residents was killed by the invaders and his wife beaten. The motive has yet to be determined. In March 2007, Antioch police attempted to arrest some young people milling about the Deer Valley Plaza shopping center which resulted in the officers fighting off the crowd of about 40 young people while making the arrests. On March 27, the Antioch City Council enacted an emergency ordinance creating an 11 p.m. curfew for youths 18 years old and younger in an attempt to reduce crime. In 2007, the President of CSU-East Bay, visited Los Medanos College in Pittsburg to state that his institution wanted to expand its classes and presence into East County. CSU faculty members were approached by Supervisor Glover to conduct workshops to help East County residents determine their problems and goals. In April of 2007, after preliminary meetings with Supervisor Glover, CSU-East Bay professors Dr. Ogwo "Jay" Umeh and Dr. Michael Moon presented a proposal entitled "Building Community," to facilitate a series of three forums of 100 invited East County residents to be held in East County this Spring. ABSENT: - OS�'q,COUls'� ABSTAIN: SUBJECT: East County Visioning Process ) Resolution No. 2007io2 i WHEREAS, East Contra Costa County is one of the fastest growing areas in the State of California; and WHEREAS, the cities of Antioch, Brentwood, Oakley and Pittsburg and the unincorporated communities of Bay Point, Bethel Island, Byron, Discovery Bay and Knightsen, are in East Contra Costa County; and WHEREAS, Supervisorial Districts III and V share the area known as East County and are confronted with a number of issues in common; and WHEREAS, rapid population growth in East Contra Costa County has strained the cities' and communities' ability to provide adequate services to all its residents; and WHEREAS, the small town character of East County's communities have been transformed into suburban-edge cities forcing residents to face entirely new set of problems and confront unprecedented change in a short period of time; and WHEREAS, many of the new people moving to''East County come from more urbanized parts of the Bay Area, and further there is a general public perception that the "newcomers" are the source of many of the problems facing East County; and WHEREAS, the rising level of violent crime resulting in fatalities and confrontations between youth and police is fostering an atmosphere of fear and animosity; and WHEREAS, there is no coordinated effort to address many of the growth-induced, region-wide problems confronting East County; and WHEREAS, there is no clear consensus or expression by any individual or entity of what the vision of the East County's future should be. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby endorses the forums facilitated and directed by CSU East Bay faculty and sponsored by District V Supervisor Federal D. Glover, to define a vision of what East County could become as expressed by area residents and officials. BE IT FURTHER RESOLVED that the Contra Costa County Administrator is hereby directed to encourage county employees to participate in and monitor the "Building Community" Process in order to be part of the solutions(s) and strategy(ies) that come out of the meeting. Supervisor Glover gave the Board a brief background on the Eastern Contra Costa County forums and introduced Dr. Ogwo "Jay"Umeh and Dr. Michael Moon to present a proposal entitled"Building Community." California State University East Bay Professors Dr. Umeh and Dr. Michael Moon presented the proposal to promote a series of three forums consisting of 100 invited East County residents, noting the purpose for these forums is to gather information and start community-wide dialog to develop ideas for a model for partnership in the East County. Supervisor Piepho asked for District III to be involved to take part in the"Building Community"Process. Supervisor Glover said invitations would go out requesting participants to take part in the "Building Community"process, and said the dates of the forum will be May 12, 19, and June 2, 2007 at the Nick Rodriguez Community Center in downtown Antioch, and at the Senior Citizen Club in Antioch. Supervisor Bonilla noted that all the Districts could benefit from the forums to help their communities. Supervisor Piepho asked for a report to come back to the full Board on the outcome of the three events outlined in the material in order to consider conducting events elsewhere in the County where there may be need. Keith Freitas, Director of Airports, noted Mr. Richards worked closely with the airports to acquire significant grant funding for both airports, with recent projects including the security plan update, the Master Plan update for Buchanan Field and an aircraft rescue/firefighting vehicle. Mr. Andrews was pleased to note that Buchanan Field had progressed from being rated number one in the country for runway incursion activity (unsafe vehicle or pilot movement on the runway) five years ago, to today ranking below top 100. He stated the Byron Airport presents an excellent opportunity to promote the regional airport system, being one of very few locations with such a small degree of growth encroachment and community problems. He noted that the FAA is very interested in supporting efforts to develop the area for quality general aviation, cargo operations, or other options the County may be interested in. Supervisors Bonilla and Glover expressed appreciation for the efforts of Mr. Andrews and Congresswoman Tauscher in supporting the Buchanan Field and Byron Airports. By unanimous vote, with all Supervisors present, the Board ACCEPTED the report.
