On this date, Mary N. Piepho, Chair of the Board of Supervisors, invited the public to
speak. The following persons spoke:
• Cheryl D. Williams, resident of Danville, suggested County Sheriff's deputies and
their Supervisor's attend diversity training classes after citing an incident her
daughter had with a Sheriff's deputy.
• Rollie Katz, Business Manager, PEU, Local 1, submitted signed petition
opposing the Board's 60% salary increase.
The following persons submitted comment via County electronic mail:
Kristin Henderson, resident of Martinez wrote asking the County to match funds in
application for a "Save America's Treasures" grant regarding the Finance Building in
Martinez.
Michael F. Sarabia, wrote thanking the Board for their consideration to dedicate Port
Chicago Road Closing mitigation funds towards the Great California Delta Trail.

Public Comment Statement
April 24, 2007'
My name is Cheryl Williams and I am a resident of Danville, CA. I am here with
my father, Vernon Jones, Past President and member of the Advisory Council for
Contra Costa County. I am speaking on behalf of my daughter, Tia Greer, who
has been victimized three times since attending a party that went drastically
wrong. As a result of my daughter's traumatic-experience, I strongly recommend
that the Contra Costa deputies and their supervisors attend diversity training in
the near future.
Here is the background of my daughter's victimizations and why I am making a
recommendation for diversity training.
Victimization #1:
Tia attended a party at the home on Kevin Mesa in Blackhawk, CA on Saturday,
March 17. The party got out of hand when several gang members from Concord
came to the party while Kevin's father wasn't home and beat up on six or more
party attendees from Danville. My daughter was bruised in the melee, and she
left the party as soon as she was able to with several of her friends who were
also injured.
Tia returned to Kevin's house approximately two hours later to retrieve her car
which she had left behind. Deputy Robert Rodriguez from the Alamo Station
noticed Tia walking to her car and asked her to give a statement about her
experience attending the party. While en route to being questioned by Deputy
Rodriguez, she encountered Kevin Mesa's father who had arrived home shortly
after the ill-fated party. Kevin's father was shouting and cursing at his son who
had been arrested and was sitting in the back of a police car.
Victimization #2:
When Kevin's father saw Tia, he apparently assumed she was with the group
from Concord. He jumped in her face and screamed "get off my fucking property,
you bitch" and he repeatedly called her"Nigger". A verbal exchange occurred
between Tia and the father for approximately two minutes in the presence of
Deputy Rodriguez. He allowed the father to repeatedly call my 20 year old
daughter "bitch" and "Nigger"without taking any action. Tia had to ask Deputy
Rodriguez to make the father stop calling her names while he was questioning
her across the street. Deputy Rodriguez did not reprimand the father, but instead
asked him to go back across the street.

Victimization #3:
Tia was interviewed by Sgt. Kevin Anderson, Deputy Rodriguez's immediate
supervisor, on Monday, April 2, to determine what happened during the verbal
exchange between her and the father in the presence of Deputy Rodriguez.
Since April 2, I have spoken with Sgt. Kevin Anderson and Lt. Tent'Wagner from
the Alamo Station, Captain Pascoe from the Contra Costa Sherrif's Department,
and two members of Supervisor Mary Phiefo's staff(Paige and Jennifer).
Three weeks have passed since Sgt. Anderson interviewed my daughter and I
have not heard the disposition or status of the investigation from any of these
individuals. This was a volatile and dangerous situation where my daughter, who
had already been victimized at the party, was again victimized by the father
without having the police deputy present take appropriate action. I want to know
that steps will be taken to ensure other minority residents in Contra Costa County
will be protected if similar racially motivated situations occur in the future.
In summary, I strongly recommend that the Contra Costa police officers,
especially Deputy Rodriguez, and their supervisors attend diversity training to
learn how to effectively handle racially motivated situations in the future. I
anticipate I will be apprised of the next steps in this investigation without having
to wait an additional three weeks for a response.

Dear Contra Costa Board of Supervisors:
My name is Kristin Henderson and I am a Martinez resident. I am the recipient
of the Doty Riley Tile Research Grant and havelsuccessfully nominated the
Sharkey Building to the State Historic Register. I have in the past been
active in the Arts and Historic Societies throughout Northern California. I
have many persons who can vouche for my intentions.
This regards the Finance Building, which was first built as the County Court
House in the first decade of the century. It is in disrepair albeit a
nationally registered historic resource. It is undergoing demolition by
neglect. It apparently has some structural maintenance needs, but this will
be measured when the County facilities engineering assessment is completed.
I am proposing that you coordinate with me to ''apply for the "Save America's
Treasures" grant. The 2007 grant round is due on April 26, so it would be for
the 2008 round which will come after the engineering assessment. The Save
America's Treasures Grant requires matching funds. The average for a historic
structure is $225, 000 although the grant goes ,up to $700,000 on one side of
the funds (another $700, 000 would be matched) .' The grant requires the lead
agency to be a non-profit or a governmental agency, with said entity being the
matching grantee. Our Historic Societies do not have those sorts of funds nor
wish to engage in property matters. Applying for this grant would require your
cooperation and permission and funds. I would do the work, as usual. I am very
resourceful. I am also a librarian and highly 'connected to the preservation
network in California. The Sharkey Building is probably going to be rehabbed
and developed as an economic anchor to Martinez's downtown. Its !
view of the Finance Building, even in the latter's condition, is completely
stunning.
Please consider this grant and the building. The Web site is

I hope you don't mind a reference to the privilege to speak in this house of
warship-I feel like whispering.
My subject is, somewhat related to the benefits such as many find here but in
a different way, from benefits derived from God's Nature we will enjoy, IF you
dedicate Port Chicago Road Closing Mitigation Funds to The Great California
Delta Trail.
1. In my trail hikes, I very often found clear, answers to some nagging issue,
and, even, for some forgotten issues. Issues that seemed complex or hopeless,
all of a sudden, had alternatives -seemingly from nowhere!
2. Years later brain studies using Nuclear Magnetic Resonance Imaging devices
led to the discovery that "the brain restructures itself, in our sleep" -said
the lead research doctor.
This is a possible explanation to my hiking experience in trails with great
views, indescribable views that, not even a poet can describe; I derived some
benefit from whatever I saw, the Great California Delta Trail will, no doubt,
do even better.
3. Another finding supports this view: Terry Wallis, was in a coma, in what
they call a persistent vegetative state, for 19 years and "woke up in 2003, on
the 4th of July! He regained speech, mobility and clear memories of his life
before the coma. "He woke up to a world where ,his one year old son was 20, and
Reagan wasn't president in decades." And the doctors saw what and how healed
him, using, the latest MRI scanner.
"Basically, the brain reconstructed itself, building new connections at the
back between the two halves of the brain. " The New York Times added "This
flies in the face of traditional medical understanding" the brain isn't
supposed to be able to reconstruct this way! But did.
Since 2003, we know: The brain can heal itself! Maybe, my healing trail
experiences in Mt. Whitney, Big Basin, The Cascades, etc. , were a form of
restructure that helped me and may help others gain peace, serenity and other
gifts, if you chose to approve Mitigation Fund transfer to the Great
California Delta Trail.
You can convert a road block into a ladder to the skies.
I am too old for hot steep, hilltop hikes, especially if Global Warming turns
up the heat, I prefer a cool level walk along the Sacramento River.
I will stop to enjoy vistas at places provided by the City of Pittsburg, their
contribution is also gratefully appreciated.
I hope to hike, again, to Martinez, to thank you, the Board of Supervisors,
for The Great California Delta Trail, such a magnificent gift deserves all the
gratitude I can muster.
