NORTH BROADWAY NEIGHBORHOOD REVITALIZATION PROJECT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommended Action:
A. ACCEPT 2007 Award of Excellence from the California Redevelopment Association in the Category of
Community Revitalization for the North Broadway Neighborhood Revitalization Project;
B. ACKNOWLEDGE the Bay Point Project Area Committee and citizens of Bay Point for their long term
vision for the neighborhood and unwavering dedication to implement the North Broadway Revitalization
Project; and
C. ACKNOWLEDGE the public/private partners involved in the project, including the O'Brien Group
(developer of single-family project), Resources for Community Development (developer of multi-family
project), the County Public Works, Building Inspection, Community Development, Sheriff, and Health
Services Departments.

Reasons for Recommendations and Background:
The Contra Costa County Redevelopment Agency was awarded the California Redevelopment Association(CRA)
Award of Excellence for its successful redevelopment project—The North Broadway Neighborhood Revitalization
Project. This project was the winner in the category of Community Revitalization and was one of eight projects
honored this year for major contributions to California communities.
The North Broadway Revitalization Program was a three-part effort to improve a blighted neighborhood in Bay
Point.Prior to implementing the revitalization program,the North Broadway neighborhood consisted of two smaller
neighborhoods that had substandard housing, inadequate infrastructure, inappropriate land uses, high criminal
activity,and high unemployment. The two neighborhoods were physically separated by and automobile junkyard.
This blight was eliminated from the neighborhood through the clean-up of the contaminated junkyard site,upgrade
of the infrastructure,and the adoption of development and design guidelines to promote property improvement. The
Redevelopment Agency invested over$7.1 million to totally upgrade infrastructure and to put in place a circulation
system that would promote community safety. The Redevelopment Agency also acquired the former junkyard site
and ultimately offered the site for residential development. Today, the site includes 69 market rate single-family
residential units developed by the O'Brien Group and 52 affordable multiple-family residential units developed by
Resources for Community Development.
The North Broadway Revitalization Program demonstrates how a community can turn a brownfield site and a crime-
ridden area into an active, attractive neighborhood. The Redevelopment Agency partnered with other County
Departments to accomplish the community goals. The Public Works Department undertook infrastructure design
and installation;as well as the right-of-way work from their Real Property Division. The Community Development
Department created the land use plan and vision,with valuable input from the Sheriff's Department and citizens of
Bay Point. The Building Inspection Department undertook expedited permit review and inspections.
Representatives of the Contra Costa County Redevelopment Agency received the CRA AWARD OF
EXCELLENCE at the 2007 CRA Annual Conference and Expo in Long Beach on February 28. Additional awards
for the developers, District 5 representative, and the Project Area Committee will also be awarded.
