Piepho. FISCAL IMPACT: The Designation for Dougherty Valley Enhancement will be reduced by $153,263, leaving a balance of approximately $397,400. BACKGROUND: As a condition of the Development Agreement for the Gale Ranch I subdivision in Dougherty Valley, the developer was required to pay to the County "a contribution of $1,000 per residential unit, payable at building permit issuance, which, regardless of any annexation and notwithstanding any other provision of this Agreement, County, and not any annexing city, shall receive and spend for one or any number of the following purposes and in those locations determined by the Board: transit improvements, other transportation improvements, assistance with the provision of affordable housing, and economic development activities." The designation had an initial balance of $981,117. Since that time, the Board of Supervisors has authorized expenditure of funds for the following projects: 1. Shaping Our Future $81,230 (FY 01-02) 2. Open Space Measure $450,000 (FY 02-03) 3. Kensington Residential Development Review Combining District $15,000 (FY 03-04) .4. Tri Valley Business Council for Regional Marketing $25,000 (FY 03-04) 5. Buchanan RFP $50,000 (FY 03-04, 12/9/03), reimbursed by responders 6. School Resource Officer at Monte Vista High in Danville (FYs 05-07) '7. Mandatory Subscription Enforcement $100,000 (FY 04-05), to be reimbursed 8. Street Smarts Program $35,000 (FY 04-05, 05-06, 06-07) 9. East County Workforce Study $10,220 (FY 06-07) In October 2004, Supervisor Greenberg secured an allocation from the Dougherty Valley Enhancement Designation for the cost of a School Resource Officer position in the Sheriff's Office for -the years 2004-05, 2005-06, and 2006-07. The School Resource Officer was to be located at Monte 'Vista High School in Danville. The Board directed the Sheriff and the CAO's Office to examine :sources of funding to restore financial support for the Resident Deputies and other School Resource Officer positions. At this time, alternative funding sources for this position have not been developed. In order to continue the provision of services and develop a transition from the limited, one-time only funds of the Dougherty Valley Enhancement Designation, it is recommended that funding be continued for one final year. It is also recommended that the Monte Vista School be notified of this funding expiration so that alternate plans can be made.
