SUBJECT: DISBURSEMENT OF KELLER CANYON MITIGATION FUNDS FROM
FISCAL YEAR 2006-2007 TO ORGANIZE AND CONDUCT THE
BUILDING COMMUNITY PROCESS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and Authorize the Auditor Controller or designee to allocate $20,000 of Keller Canyon Mitigation funds
for administrative support and materials to conduct the Building Community Process as recommended by
Supervisor Federal D. Glover.
FISCAL IMPACT
No impact on General Fund.
Monies will be allocated from fiscal year 2006-2007 Keller Canyon mitigation fund in the amount of$20,000.
BACKGROUND
Supervisor Glover recommends that the Building Community Process (BCP), be held May 12, May 19 and June 2,
2007 at the Nick Rodriguez Community Center and Senior Center in Antioch. The BCP will bring together various
stakeholders from East Contra Costa County to discuss and arrive at a consensus of what they want their community
to become. The activities will be facilitated and directed by faculty of California State University, East Bay.
Due to the rapid population growth in East Contra Costa County, consisting of the cities of Antioch, Brentwood,
Oakley and Pittsburg and the unincorporated communities of Bay Point, Bethel island, Byron, Discovery Bay and
Knightsen, the area is suffering from what could be termed an identity shift. The area is caught between the rural
enclave it once was and the suburban sprawl it has become.
Some of the problems the region now faces is because it has experienced a growth that has overwhelmed all its
physical and social infrastructure. Some citizens were drawn to the rural image of small towns surrounded by open
fields and agriculture and affordable housing, but have found those small towns expanding and the fertile fields
being paved over, the affordable housing costs spiraling upwards, country roads jammed with traffic, schools
overcrowded, crime rising, overwhelmed code enforcement and law enforcement officers, mounting blight and
young people with little to do except"hang out"at the local shopping centers.
On April 3, 2007, the President of CSU-East Bay, visited Los Medanos College in Pittsburg to state that his
institution wanted to expand its classes and presence into East County. CSU faculty members were approached by
Supervisor Glover to conduct workshops to help East County residents determine their problems and goals.
After preliminary meetings with Supervisor Glover, CSU-East Bay professors Dr. Ogwo "Jay" Umeh and Dr.
Michael Moon presented a proposal entitled "Building Community," a series of three forums of 100 invited East
County residents to be held in East County this Spring.
The Building Community Process proposes to engage the residents in discussing candidly what they desire and
expect their community to be and how to reach those goals.
