SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with FamiliesFirst, Inc., effective December 8, 2006, to increase the payment limit by $150,000 to a new contract payment limit of $822,200 to provide additional services in support of the Kinship Support Services Program with no change in contract term of July 1, 2006 through June 30, 2007. FISCAL IMPACT: $822,200: 2% Federal Promoting Safe and Stable Families Program; 48% State Kinship Suppport Services Program; 42% State Family Preservation Program; 7% FACT private funds. CHILDREN'S IMPACT STATEMENT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing Kinship Support Services. BACKGROUND: The Kinship Support Service Program (KSSP) provides multiple support services to help relative caregivers and children remain safe, healthy and nurturing. Kinship services include site based mentoring services where parents with children in the Child Welfare System live with mentor families and receive a variety of professional services so the family can become self-sufficient, safe, and remain together. This amendment enables the Contractor to operate a pilot program in West County that will provide supportive case management to caregivers whose children are Children and Family Services dependent and struggling with school.
