Valentine, Director Employment and Human Services DATE: April 24, 2007 COUFCounty SUBJECT: Contract with YMCA of the East Bay for Supporting Father Involvement Project Services. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with YMCA of the East Bay, a non-profit corporation, in an amount not to exceed $99,975 to provide Supporting Father Involvement Project Services to low income fathers with young children for the period April 1, 2007 through June 30, 2007. FISCAL IMPACT: $99,975: 100% State; California Department of Social Services Supporting Father Involvement Grant Funds. CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." This is accomplished through maintaining family stability and fostering child well being. BACKGROUND: The YMCA of the East Bay—West Contra Costa Branch will be the employer of record for seven staff who will operate the Supporting Father Involvement (SFI) Project. This project seeks to improve mother-father relationships for low-income parents with school aged children by providing them with structured, 32 hour group sessions facilitated by clinicians. The project will be evaluated by researchers from U.C. Berkeley, Yale University and Smith College and is funded by the California Department of Social Services. SFI staff will collaborate with the North Richmond Service Integration Team (SIT) and will be based in the Family Service Center. (#19- 319-0)
